BLH DEVELOPMENT COMPANY'' ' <br />3030 Harbor Lane, Suite 100 · Plymouth, Minnesota 55447 · 612/553-0474 <br /> <br />May 21, 1990 <br /> <br />Honorable Mayor, <br />Council Members <br />City of Ramsey <br />15152 NW Nowthen Blvd. <br />Ramsey, MN 55303 <br /> <br />SUBJECT: Juniper Woods <br /> <br />Dear Mayor and Council Members: <br /> <br />We have requested the City of Ramsey, through Mr. Pete Raatikka, <br />your Engineer, to amend their contract with Annandale Construction, <br />Inc.., for Juniper Woods .to include the sanitary sewer, watermain <br />and storm sewer for Phase II. Because of the favorable bidding on <br />this project, this additional amount of work still brings the <br />estimated total amount to be assessed well below the amount of <br />both the development contract and assessment agreement. <br /> <br />An update on the relationship between this project and the neighbors <br />is in order. Last fall I filed a report with your police department <br />on the continued harassment by the neighbors to the Juniper Woods <br />development; somebody was continually pulling the constructioq <br />stakes, survey control and lot corners. This caused BLH Development <br />Company an estimated $!0,000 in additional costs for this project. <br />Most of these destroyed stakes had to be replaced on a daily basis. <br /> <br />Annandale Contracting's foreman reported to Pete Raatikka and myself <br />a% the site today that the stakes again are being destroyed on this <br />project. ~ have reported these incidents to your Chief of Police; <br />he'll be sending an officer to investigate. <br /> <br />I've personally been involved in the related Engineering and Development <br />field for the past 37 years. Only three times over this period of time <br />have I run into this type of activity. This is the only time that this <br />type of criminal activity has persisted for so long.
