CITY COUNCIL <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, April 24, 1990 at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota regarding <br />Improvement Project ~t90-13 (bituminous surfacing of Bison Street N.W. south from 171st <br />Avenue N.W. to the northern boundary of Trott Brook Ridge Addition). <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Richard Cich <br />Councilmember Stephen F. DeLuca <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Attomey William Goodrich <br />City Engineer Peter Raafikka <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 8:39 p.m. <br /> <br />PRESENTATION <br /> <br />City Engineer Raatikka stated that the project area includes Bison Street between Trott <br />Brook Ridge Addition and 171st Avenue. There are a total of 8 units proposed to be <br />assessed. The project would be constructed using a suburban street section with an asphalt <br />berm to direct runoff to low points and wetlands. The City's responsibilities in the project <br />include grading and reshaping the street, installing the gravel base, paving the street and <br />final clean-up; no ditch cleaning and drainage pipes are necessary. The homeowners would <br />be responsible for connecting driveways to the roadway and applying topsoil and sod or <br />seed to boulevards. The estimated total project cost is $34,710.00; the estimated per unit <br />assessment at 8 units is $4,338.75; the estimated annual cost per unit is $675.98. The <br />proposed project schedule includes ordering plans in 60 days; bids could be received on <br />July 24; construction beginning August 1; construction completion and assessment <br />hearings in September. The f'n'st payments would be due in May of 1991 with property <br />taxes; the assessments can be paid with no interest within 30 days of the assessment <br />hearing. <br /> <br />CITIZEN INPUT <br /> <br />A1 Shallbetter - 17060 Bison Street N.W. - Inquired if the north section and the south <br />section of Bison Street will be done as one project. <br /> <br />Mr. Raatikka replied that the two projects will be bid together. <br /> <br />City Council Public Hearing/April 24, 1990 <br /> Page 1 of 4 <br /> <br /> <br />
