Mr. <br />Gromberg recommended that the City proceed to acquire the 3-bagger type containers. <br /> <br />Motion by Councilmember Pearson and seconded by Mayor Reimann to direct City Staff to <br />develop plans for Council review that would establish a 4-material curbside recycling <br />program in Ramsey that would be provided by individual haulers and utilize 3-bagger <br />containers. <br /> <br />Further Discussion: The consensus of the Council was that there should not be a lot of <br />discrepancy between the various haulers with respect to the cost of the service to the <br />residents and the frequency of the service. Further, that City Staff should meet with the <br />haulers to determine if there is still an interest in providing curbside recycling service in <br />Ramsey and whether or not a transfer station will be required. At the meeting with the <br />haulers, City Staff should obtain some cost estimates for what the cost per household will <br />be for curbside recycling services. City Staff should also research the need for mandatory <br />refuse collection or mandatory recycling ordinances in Ramsey. <br /> <br />Motion carried. Absent: Councilmember Cich. <br /> <br />Case #3: Adopt Horse Ordinance: <br /> <br />Mr. Banwart noted that since it's introduction, there has been some minor language <br />changes in the impoundment section of the proposed horse ordinance to make it easier to <br />understand. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Pearson to adopt <br />Ordinance ,,,~0-11, an amendment to Chapter 110.07 of the city Code, which chapter is <br />entitled "Horses". <br /> <br />Further Discussion: Councilmember DeLuca inquired as to where impounded horses will <br />be kept. Chief Auspos replied that the impounding place will be a decision of the Horse <br />Care Commission. <br /> <br />Motion carried.
