ECONOMIC DEVELOPMENT AUTHORITY <br />by James Gromberg, Project Manager <br /> <br />C~SE #1 <br /> <br />Background: <br /> <br />The Ramsey City Council on September 13, 1988 requested that the Economic <br />Development Commission, Economic Development Company and the City Council, <br />schedule a joint meeting to review the need for an Economic Development Authority. A <br />joint meeting was held on December 8, 1988. At this meeting the issue was tabled due to <br />the lack of time. <br /> <br />One of the concerns of the City Council and the Economic Development Company was that <br />the Economic Development Authority would duplicate the actions of the Economic <br />Development Company. The proposal of the forming of the Economic Development <br />Authority would replace both the Economic Development Commission and Economic <br />Development Company. With the current limited activity of the Economic Development <br />Company and the need for the Economic Development Commission to complete the Star <br />City certification process the Economic Development Commission should make a proposal <br />to the City Council concerning the Economic Development Authority. <br /> <br />Attached is a memo comparing the actions of neighboring communities concerning an <br />Economic Development Authority. Also attached is a letter received from Holmes and <br />Graven concerning the advantages and disadvantages of the formation of an Economic <br />Development Authority. <br /> <br />Also included is a outline of the Economic Development Authority. This outline is fairly <br />general but could be used as a basis for the development of Ramsey's Economic <br />Development Authority. <br /> <br />As all of the provide information shows the development of the Economic Development <br />Authority allows for greater powers in economic development in the City. The Economic <br />Development Authority would also allows for the long range planning of economic <br />development in the City. <br /> <br />Recommended Action: <br /> <br />Submit it's recommendation to the City Council to begin the necessary procedures to <br />develop or not develop an Economic Development Authority <br /> <br />Review Checklist: <br /> <br />City Administrator X <br />City Attorney <br />City Engineer <br />Community Development Director X <br />Public Works Supervisor <br /> <br />Chief of Police <br />Finance Officer <br />Planning & Zoning Commission <br />Park & Recreation Commission <br />Project Manager <br /> <br />X <br /> <br /> <br />
