ECONOMIC DEVELOPMENT AUTHORITY <br />by James Gromberg, Project Manager <br /> <br />CASE #1 <br /> <br />Background: <br /> <br />The Ramsey City Council, on October 23, 1990, reviewed the possibility of the <br />formation of an Economic Development Authority. The Ramsey City Council is <br />considering the Economic Development Authority as a way to finance the building of a <br />Public Works and Police Building. <br /> <br />At this meeting the City Council formed a committee to look at the formation of an <br />Economic Development Authority. Attached is a copy of the case that the City Council <br />received. <br /> <br />The Ramsey City Council, on September 13, 1988, requested that the Economic <br />Development Commission, Economic Development Company and the City Council schedule <br />a joint meeting to review the need for an Economic Development Authority. A joint <br />meeting was held on December 8, 1988. At this meeting the issue was tabled due to lack <br />of time. <br /> <br />One of the concerns of the City Council and the Economic Development Company was that <br />the Economic Development Authority would duplicate the actions of the Economic <br />Development Company. The proposed forming of the Economic Development Authority <br />would replace both the Economic Development Commission and Economic Development <br />Company. With the current limited activity of the Economic Development Company and <br />the need for the Economic Development Commission to complete the Star City <br />certification process the Economic Development Commission should make a proposal to <br />the City Council concerning the Economic Development Authority. <br /> <br />Attached is a memo comparing the actions of neighboring communities concerning an <br />Economic Development Authority and the existence of an Economic Development <br />Commission. Also attached are letters received from Holmes and Graven concerning the <br />advantages and disadvantages of the formation of an Economic Development Authority. <br /> <br />As all of the provided information shows, the development of the Economic Development <br />Authority allows for greater powers in economic development in the City.
