<br />RAMSEY CITY COUNCIL <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINl\'ESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Wednesday, September 5, 1990 at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota regarding <br />Improvement Project #90-12 (bituminous surfacing improvement of 178th Avenue N.W. ancl <br />17Sth Circle N.W.). <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br />Council member Stephen F. DeLuca <br />Council member Richard Cich <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br />Peter Raatikka, Hakanson Anderson Associates <br /> <br />CALL TO ORDER <br /> <br />.. <br />} <br /> <br />Mayor Reimann called the public hearing to order at 7:41 p.m. <br /> <br />PRESENT A TION <br /> <br />Mr. Raatikka stated that this project has not been completed to date, but a decision was made to <br />hold the assessment hearing so that the assessments could be certified to the County for payment in <br />1991 to avoid the need to have an additional year of interest added to the project cost. Bids have <br />been received and the project has been awarded for $50,913.20. There are 18 units to be assessed <br />for a per unit cost of $2,828.51. Following the public hearing, the property owners have 30 days <br />to pay the assessment without incurring any interest, if not the assessment will be placed on the tax <br />rolls for a period of ten (10) years beginning in May of 1991. <br /> <br />CITIZEN INPUT <br /> <br />Cliff Houle - 17711 Vicuna Street N.W. - inquired if this improvement project includes Vicuna <br />Street. Mr. Raatikka replied that this project does include Vicuna Street. <br /> <br />Mayor Reimann inquired if the recent increase in oil prices will effect the final assessment in the <br />street improvement projects. <br /> <br />Mr. Raatikka stated that bids for the project were received in August and the prices are set at what <br />was bid. <br /> <br />Mr. Houle inquired as to how much the assessment will be on an annual basis. <br /> <br />Mr. Raatikka replied that he does not have the annual assessment figures with him, but each <br />resident was mailed a notice that indicates the annual assessment.
