If the- <br />residents have difflCulry 111 obtaining :1 contr:lc'tD:' to do the work, the City will provide somt <br />flexibility. <br /> <br />Mrs. Dickenson inquired as to \vhy the project was nO! awarded to a local contracto:-. <br /> <br />Mr. Hartley stated that the City advertised for bids for the project and awarded the bid to tht lowest <br />responsible bidder. In this particular case, the City did receive satisfactory recommendations <br />regarding the lowest bidder before <lv....arcling. the project. Mr. Hanley noted that if he receives <br />requests for references about this panicular contractor in the future, he will note that there were <br />complaints about the project work. <br /> <br />Steve Morton inquired as to what the consequences would be if a propeny owner could not afford <br />to connect to the services. <br /> <br />Mr. Hanley stated that property owners should connect to the services by the spring of 1991 and <br />they should be contacting a plumber to perform that service for them. Mr. Hartley noted that there <br />is a deferment program available to senior citizens whereby the assessment is deferred. During the <br />time the assessment is defened, it does accumulate interest and is considered a lien against the <br />property. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adjourn the <br />special City Council meeting. <br /> <br />Motion carried.
