<br />Motion bv Councilmember Cich and seconded bv Councilmemher Peterson to adopl Resolution <br />#90-09-309 authorizing preparation of plans and 'specifications for Improvement Project #90-29, <br />River's Bend Park Improvements. <br /> <br />Funher discussion: Councilmember DeLuca re-emphasized his suggestion that a weather shelter <br />would be an imponant addition to the park, Mr. Otto replied that he believes weather shelters are <br />prohibited in that district. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cich, Peterson, DeLuca and <br />Pearson. Voting No: None. <br /> <br />Case #8: <br /> <br />Introduce Ordinance Regarding Open Burning <br /> <br />Sylvia Frolik stated that per Council's direction on July 10, 1990, City Staff has eliminated the <br />proposed ordinance to regulate and permit recreational fires and revised the proposed ordinance to <br />regulate and permit open burns to include a definition of recreational fires that are exempt from the <br />permitting process. <br /> <br />Motion by Council member DeLuca and seconded by Councilmember Pearson to introduce <br />Ordinance #90-X entitled Open Bum Permits. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich and <br />Peterson. Voting No: None. <br /> <br />Case #9: <br /> <br />Report from Personnel Committee <br /> <br />Mr. Hartley stated that the Personnel Committee met on Thursday, September 6, 1990 regarding <br />performance reviews for Mark Boos, Dan Bray, Sylvia Frolik and Jim Gromberg. City Staff is <br />requesting that the City Council accept the Personnel Committee's recommendation with respect to <br />those performance reviews v,,Iith the exception of that for Sylvia Frolik which is being tabled for <br />further discussion. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember DeLuca to adopt Resolution <br />#90-09-310 approving Personnel Committee's September 6, 1990 meeting recommendations <br />regarding change in employee status and/or compensation for Mark Boos, Dan Bray and James <br />Gromberg. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cich, DeLuca, Pearson and <br />Peterson. Voting No: None. <br /> <br />Case #10: Appointments to the Horse Care Commission <br /> <br />Motion by Councilmember Cich and seconded by Council member Pearson to appoint the <br />following persons to the Horse Care Commission: Elmer Kuemper, Vicky Brockamp, Harvey <br />Wibeto, Dorothy Breu and Barbara Scottston. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cich, Pearson, DeLuca and <br />Peterson. Voting No: None. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember DeLuca to appoint Elmer <br />Kuemper to the Horse Care Commission to a term expiring on September 30, 1991 and to appoint <br />Vicky Brockamp and Harvey Wibeto to the Horse Care Commission to a term expiring on <br />September 30, 1992 and to appoint Dorothy Breu and Barbara Scottston to the Horse Care <br />Commission to a rem expiring on September 30. 1993. <br /> <br />City Council/September 10, 1990 <br />Page 8 of 10 <br />
