Mr. Welter noted that the Association is limited from paying benefits for a certain time <br />period after the Association is formed. <br /> <br />Steve Wilson inquired if there is an3' guarantee that the fire fighters will be able to receive <br />their benefits after years of service. <br /> <br />Mr. Welter stated that the local community is the guarantor of the plan once it approves a <br />benefit level. <br /> <br />Mr. Steve Wilson noted that thc formula for determining State Aid is based on population <br />counts according to the census and taxing capacity; the census is taken eveD, 10 years; can <br />the Association get an adjustment to State Aid if the population drastically increases <br />between censuses? <br /> <br />I~'. Welter replied that no adjustments are made between censuses; the formula is based on <br />the population according to the last federal census. <br /> <br />Councilmember Cich inquired if the city's conmibufion to the Association is negotiable each <br />,agar ..... <br /> <br />Mr. Welter stated that the city's contribution is calculated according to the normal cost of <br />funding the pension plan. <br /> <br />Mr. Hoeke stated that the Fire Board will be preparing figures for levels of benefits and <br />requesting funding from the City Council before 1991 in order that the allocation can be <br />budgeted for in 1991. <br /> <br />Councilmember Cich inquired if conndbutions to the Association by the current City <br />Council binds future CiD' Councils to the same contribution amount. <br /> <br />Mr. Welter replied that the Council can base it's contribution on what the budget can afford <br />or the contribution necessary to meet the level of benefit selected.
