Tom Veencker of Merrill Associates was present representing Boyd Hanson and requested <br />a variance to the requirement for soil borings. <br /> <br />Mr. Hartley stated that typically, the need for soil borings is a decision of the Building <br />Official versus City Council. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to approve <br />the preliminary plat of Oleo Acres Addition as per the City Engineer's review of October <br />31, 1989. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Peterson, Pearson, Cich <br />and DeLuca. Voting No: None. <br /> <br />Case #4: Request For Preliminary Plat Approval Of Trott Brook Ridge <br /> Addition; Case Of Dean D. Helgeson: <br /> <br />Mr. Banwart stated that the proposed plat of Trott Brook Ridge consists of 80 acres to be <br />subdivided into 12 lots and one outlot which will be either sold to a neighboring parcel to <br />the south or combined with one of the proposed lots in Trott Brook Ridge. The plat <br />promotes Bison Street which would end on the north side of the plat. Some discussion has <br />ensued regarding improving Bison from the north boundary of the plat and connecting it to <br />the Bison Street improvement project commencing at 171st and extending to Cry. Road <br />#63, but the City has not received a petition from affected residents. The Planning and <br />Zoning Commission has recommended preliminary plat approval with a variance to front <br />yard setbacks on Lots 2-6, Block 3, to avoid soil erosion on steep slopes to the rear of <br />those lots. <br /> <br />The Council consensus was that the developer of Trott Brook Ridge should contribute in <br />some measure to the continuation of Bison Street from the north boundary of the plat to <br />171 st the same as the developer of Dellwood Hills contributed towards improvements to <br />Bison Street from 171st to Cry. Road #63. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Peterson to approve the <br />preliminary plat of Trott Brook Ridge Addition as per the City Engineer's review dated <br />November 1, 1989 and contingent upon reaching a resolution to improvements to Bison <br />Street from the north boundary of the plat to 171st Avenue N.W. prior to final plat <br />approval. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #5: Request For Preliminary Plat Approval Of Tooth Acres; Case <br /> of James M. Martin: <br /> <br />Mr. Banwart noted that Mr. Martin is requesting that preliminary plat approval of Tooth <br />Acres be tabled. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember DeLuca to table Mr. <br />James Martin's request for preliminary plat approval of Tooth Acres. <br /> <br />· City Council/December 19, 1989 <br /> Page 7 of 22 <br /> <br /> <br />
