February 27, 1990 <br />Page 2 <br /> <br />The plat is proposed to be served by city sewer and water. <br />This would require the extension of trunk sanitary sewer from <br />142nd Avenue in Flintwood Hills and the extension of trunk <br />watermain from the water tower site. These extensions should <br />be coordinated with the extension of sewer and water to the <br />plats of Cedar Hills, Chestnut Hills and Windemere Woods. <br /> <br />Based on the new rules of the Environmental Quality Board, an <br />environmental assessment worksheet (EAW) for the development <br />is not required. <br /> <br />In review of the drainage to the plat, the plat should drain <br />into the Ramsey Terrace Pond and County Ditch No. 43. The <br />Ramsey Terrace Pond and Co. Ditch 43 outlet into the Rum River <br />through storm sewers in Flintwood Hills Second Addition and <br />the River Bend Plaza. <br /> <br />Access to the plat is proposed from Nowthen Blvd. The east- <br />west cross street on the north end of the plat is a Municipal <br />State Aid Street (MSAS) which will connect to Sunfish Lake <br />Drive and Sunfish Lake Blvd. On February 26, 1990, the City <br />Council ordered right-of-way plans for this street. The <br />alignment of the MSAS may have to be shifted to the south to <br />avoid impact on the wetland. <br /> <br />The City should consider the criteria and objectives listed <br />in Ordinance 170.016K in processing the rezoning to a PUD. <br /> <br />10. <br /> <br />The City Code requires 20% of undeveloped common open space. <br />The PUD provides 15.3 acres of open space or 21% of the plat. <br />Ownership of the open space must be determined and the park <br />requirements of the city in relation to this PUD should be <br />reviewed to the Park Commission. <br /> <br />If you have any questions in regard to the sketch plans, please let <br />us know. <br /> <br />Sincerely, <br /> <br />HAKANSON ANDERSON ASSOCIATES, INC. <br /> <br />Peter R.
