Mr. Banwart replied that this action is specific to grading <br />and mining on the size; there are other applicable ordinances dealing with dumping of <br />debris. Councilmember Peterson inquired as to the limit placed on exposed area. Mr. <br />Banwart replied that he believes exposed area is limited to 10 acres. <br /> <br />Motion carried. Voting No: CouncilmemberPeterson. <br /> <br />PRESENTATION BY SENATOR DAHL <br /> <br />Senator Dahl was present to review the items he will be working on as Chief Author in the <br />1990 Legislative session and to listen to Ramsey's concerns. Senator DahI stated that his <br />primary go'As for 1990 include providing equity in funding for north suburban schools, the <br />2+2 program at Anoka-Ramsey Community College, legislation regarding watershed <br />management, legislation to abolish the current inventor5, of landfill sites, legislation to <br />provide resources to reduce tree destruction caused by oak wilt. <br /> <br />Mayor Reimann stated that the City appreciates Senator Dahl's efforts to abolish landfill <br />siting but if that is not successful, there should be compensation made to the hosting <br />communities of landfills. <br /> <br />Councilmember Cich expressed concern with Meu'o Council's control over Ramsey and his <br />concern with the need to reduce government spending at the State level. <br /> <br />Senator Dahl suggested that the City contact Metro Council Board member Ken Kunzman <br />with concerns regarding Metro Council. Senator Dahl stated that them is no member of the <br />Senate rnore fiscally conservative than he. <br /> <br />Councilmember Cich expressed concern with the impact of increased property taxes on <br />fixed income persons. <br /> <br />Senator Dahl a~eed that property tax is the most unfair tax because it has no correlation to <br />the ability to pay; and that he is committed to balancing the budget through budget cuts <br />versus the rainy day fund but he is only one of 67 senators. <br /> <br />Mr. Otto referred to recommendations from the Legislative Commission on Waste <br />Management that would allow private entities to exercise zoning controls with respect to <br />landfills. Mr. Otto requested that Senator Dahl sponsor Ramsey's proposed amendments <br />to establish local conrrots on solid waste disposal facilities. <br /> <br />Senator Dahl stated that he will be chairing the Environmental Subcommittee and will <br />delighted to cooperate with Ramsey. <br /> <br />Mr. Hartley stated that Ramsey is concerned that the Solid Waste Management Act of 1980 <br />might have worked had the agencies responsible for protecting the environment done their <br />job. Three potential landfill sites have been selected in Anoka County that are not <br />environmentally suitable. Agencies charged with enforcing the laws Legislature put in <br />place are not doing so and are chan~ng their own regulations to avoid enforcing those <br />laws. Mr. Hartley askcd for Senator Dahl's assistance to cause those agencies to enforce <br />their own regulations and the State laws or establish statutory laws that are detailed enough <br />so that regulations will not be changed for the purpose of avoiding enforcement of laws. <br /> <br />City Council/February 13, 1990 <br /> Page 8 of 12 <br /> <br /> <br />
