Acting Mayor Peterson reviewed the process stating that after tonight's meeting, the residents have
a 60 da5' period to petition for or against this project (ending May 8th). It depenas upon whether
the petition is for or against as to what the Council and Town Board will do regarding the
improvements.

Mr. Hartley informed the residents present that if petitions come in with an equal number of
persons in favor of and opposed to, the improvement, the Council will approve the improvement.
He also said that City Charter allows one vote per property owner so whether you own 15 lots or 1
lot, all affected property owners get one vote.

Mar5, Smith - asked if the City of Ramsey and Burns Township were treated as two different
entities.

Mr. Hanley answered her that they were and that he was describing Ramsey's procedure according
to City Charter.

Mr. Berg - stated Burns Township follows State Statutes. A petition of 35% of the affected
property owners favoring a project is sufficient number for Bums to order a project. He stated that
Burns Township has voted per parcel, so if you have 15 parcels of land, yhou also get 15 votes.

Jean Crosby - asked if the petitions were handled separately for Burns and Ramsey. The answer
was yes.

Gary Rose, 5471 - 155th Avenue - questioned if the petitions would actually do an3, good since the
Council and Boardmembers have the final vote.

Councilmember Peterson stated that if the majority is against the improvements, the project would
be dropped. However, according to City charter, if the number of persons on the petition favoring
a project equals the number on a petition opposing a project, the proposed project must be
approved. He also stated if the residents had any questions, they should contact Mr. Harfley at
City Hall.

Mr. Berg commented he was available for calls also.

ADJOURNMENT

Motion by Councilmember Cich and seconded by Councilmember Pearson to adjourn the public
hearing.

Motion carried. Voting Yes: Acting Mayor Peterson, Councilmembers Cich, Pearson and
DeLuca. Voting No: None Abstaining: Mayor Reimann. Absent: None

The public hearing adjourned 7:50 p.m.

Respectfully submitted,
.

.
