Mr. Raatikka agreed that there is a need to enforce speed laws, etc., but someone can't ~ there at
all times to see to it that the laws are obeyed.

Councilmember Pearson commented that tile recommendations made by the City Engineer should
save the residents and the City money. If the roads are let go; it will cost more to repair them in
the future. The residents have thc right to petition against the project; it's their road and their
decision.

Gerry Joseph - said he feels if the City will be paying 50% of the maintenance and reconstruction
cost, it's ridiculous to allow petitions against it. If the road is not reconstructed in time, there will
be more money spent out of the City's pocket in the future. If petitions are allowed against the
proposed projects, tim City should pull out of tile 50% policy.

Councilmember Pearson stated tile Council hopes the right decisions will be made in the first place.

Mayor Reimann stated the Council's hands are tied because of the City Charter - it protects the tax
payers by saying if the)' don't want something they have a right to petition against it and the
Council needs to abide by these rules.

Councilmember DeLuca noted there is an opening on the City Charter Commission.

AD.IOURNMENT

Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adjourn the punic
hearings.

Motion Carried.
