CASE <br /> <br />COMPREHENSIVE PARK PLAN UPDATE <br /> By: Merland Otto <br /> <br />Background: <br /> <br />On March 21, 1990, a joint meeting was held with the City Council, <br />Planning and Zoning Commission, EDC and Parks Commission to discuss <br />land use in the City. <br /> <br />Among the items discussed were park lands. Specifically, we <br />pointed out that the highest density and, therefore, demand for <br />parks will arise from the southeast quadrant of the City. At <br />present, it is unlikely that demands for athletic facilities can <br />be met since only River's Bend and the elementary school offer <br />developed facilities. The proposed park at Windemere, Cedar Hills <br />and Chestnut Hills is sized as a neighborhood park of approximately <br />eight acres. This additional facility will not meet demand. <br /> <br />In order to meet the demand anticipated from future growth in the <br />City, we offered the following recommendations to the Parks <br />Commission and at the joint meeting: <br /> <br />Acquire vacant land east of Central Park for future expansion. <br />Enter into a formal agreement with the school district to <br />assure availability of existing facilities on school property. <br />a. Acquire additional acreage (approximately 30 to 40 acres) <br /> adjoining school property for future athletic facilities <br /> development. <br />b. Negotiate interest in the landfills north 80 borrow area <br /> for development of athletic facilities. <br /> <br />Excerpts from the development agreement and CUP findings of fact <br />for the landfill/ski area and affected north 80 are attached. At <br />this point, the City has not discussed a preference for a ski hill <br />vs. recreation facility nor have any further discussions been held <br />with the land owner. <br /> <br />The Planning and Zoning Commission has been charged with receiving <br />input from the other commissions prior to holding a public hearing <br />on the City's comprehensive land use plan. <br /> <br />Commission Action: <br /> <br />Review plan and move to accept/revise/or amend an official parks <br />and trails plan.
