Mayor Reimann called the meeting back to order at 9:10 p.m. <br /> <br />Case #6: <br /> <br />Proposed Use of and Improvements to Former KANO Radio <br />Station Property; case of WCCO Radio. <br /> <br />Jerry Miller was present to represent WCCO Radio. WCCO Radio is proposing to <br />purchase the former KANO Radio Station property at County Road -gl 16 and Highway <br />#47 for use as a stand-by radio transmission facility. The present antenna is considered to <br />be non-conforming use. City Council did not view WCCO's proposed improvements to <br />and use of the former KANO Radio Station property as constituting an expansion, <br />enlargement or intensification of a non-conforming use. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Pearson to approve the <br />proposed cover letter and adopt Resolution 890-03-083 supporting City Staff detemfination <br />that the use of and improvements to PIN 36-32-25-21-0006 by WCCO are permissible <br />under Section 170.015H of the City Code. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cich, Pearson, DeLuca <br />and Peterson. Voting No: None. <br /> <br />Case #7: Status of Electrical Usage, Irrigation and Field Lighting for <br /> Central Park. <br /> <br />Last winter, potential electrical cost savings by use of an off-peak electric meter for our <br />irrigation pump motor at Central Park were researched. Cost savings were estimated at <br />approximately $1,000.00 per watering season (6 months). With separate meters, we <br />would then be eligible for an additional cost savings on recreational field lighting from <br />Anoka Electric Cooperative. Annual meter readings would take place sometime around <br />November 1st rather than monthly. The total annual cost savings is estimated at <br />$2,625.00. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to approve the <br />expenditure of $575 .t30 for an off-peak electric meter at Central Park. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Cich, Pearson <br />and Peterson. <br /> <br />Case #8: Request for Funding 1990 Trailblazer Program. <br /> <br />The Trailblazer Progam for 1989 was very. successful. The youths performed a wide <br />variety of jobs around the City of Ramsey working with the Public Works Department. <br />Some suggestions that were made for the Trailblazers Progam were listed. These included <br />starting earlier when the weather is hot, supplying each youth with a pair of work gloves, <br />providing insect repellent and paying the supervisor mileage or proving the supervisor with <br />a City car to use in transporting the youths. If the same supervisor is kept, they would <br />receive a 50 cent per hour pay raise. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Peterson to support the <br />Trailblazer Progam and provide funding from the Park and Recreation Budget. <br /> <br />City Council/March 27, 1990 <br /> Page 8 of 14 <br /> <br /> <br />
