B. CHAPMAN <br /> By: Acting Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />The proposed subdivision consists of about 103 acres located between Highway 4/10 and the <br />Mississippi River. The existing zoning classification for the subject property is B-1 Business, <br />Urban Residential and R-IR Rural Residential. The subject property is in ownership of Max <br />Schwartzman & Sons or Faye Construction Company. The proposed development plan includes <br />developing the subject property with approximately 41 acres of commercial, 30 acres of single- <br />family residential (76 units) and approximately 10 acres of multi-family residential (68 units). Two <br />outlots are also platted along the Mississippi River water-front and there are no immediate plans for <br />those outlots. The development plan will require a rezoning. The entire area of the proposed <br />subdivision will be within the MUSA boundary once the City recieves Metropolitan Council final <br />approval of the MUSA expansion. Chapman development proposal dated July 17, 1990 <br />City Engineer's review (July 27, 1990) <br />City Landscape Architect's review (July 27, 1990) <br /> <br />The subject property is located in the Critical Rivers Corridor and the proposed subdivision has <br />been forwarded to Metropolitan Council, Environmental Quality Board and the DNR for review <br />and comment. In addition, the subject property is located adjacent to County park land and has <br />been forwarded to the Anoka County Department of Parks and Recreation for their review and <br />comment. Review and comment is also being solicited from Mn/DOT because the subject property <br />is adjacent to U.S. Highway #10. <br /> <br />Observations: <br /> <br />On July 19, 1990, the City of Ramsey received an application and sketch plan proposal from Max <br />Schwartzman and Sons and Faye Construction Company. <br /> <br />The proposed sketch plan for Faye Addition will be reviewed by the Ramsey Park and Recreation <br />Commission on August 8, 1990 with respect to park dedication requirements. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends sketch plan approval of Faye Addition and proceeding to the preliminary plat <br />stage based upon the City Engineer's review dated July 27, 1990, and contingent upon the <br />applicant proceeding to make application for appropriate rezoning. <br /> <br />Staff recommendation is to accept 5.88 acres of land and approximately $28,700.00 in cash to <br />satisfy park dedication requirements. <br /> <br /> <br />
