BOND ISSUE FOR PARKS <br />By= Merland Otto <br /> <br />CASE <br /> <br />Background: <br /> <br />At the July 10 City Council meeting, the issue was raised regarding <br />the need for parks and leisure time facilities within the City of <br />Ramsey. At that time, a proposal was suggested to the City Council <br />to consider a request of the electorate for authorization to issue <br />bonds to pay for such leisure'time facilities within the City of <br />Ramsey. <br /> <br />In order to fully evaluate this matter, the City Administrator <br />requested that the City Council appoint a subcommittee to review <br />the options and report back to the City Council by August 28, 1990. <br />The subcommittee representatives are Mayor Reimann and Councilman <br /> . The subcommittee met August 1 to review parks needs, <br />the five year CIP, a possible bond project list, and to discuss <br />overall city needs and funding capabilities. <br /> <br />Attached is a preliminary list of projects to be considered under <br />a bond issue. At this point, it simply is a guide or shopping <br />list. We will review this at the Parks Commission meeting as well <br />as other possible projects. <br /> <br />The intent of the subcommittee is to seek input from the Parks and <br />Planning and Zoning Commissions as well as various user groups <br />prior to reporting back to Council on August 28. <br /> <br />commission Action: <br /> <br />Review and comment on possible bond program. <br /> <br />Ballots will be printed shortly after filings for offices close on <br />September 11, 1990.
