CASE # Z <br /> <br />CITY IMPROVEMENT PROJECT 90-14 <br />EXTENSION OF TRUNK SEWER/TRAILWAYS <br />By: Merland Otto <br /> <br />Background: <br /> <br />The City is currently preparing plans for extension of trunk sewer <br />and watermain generally from Flintwood Hills to approximately one- <br />quarter mile southeast of the Ramsey Elementary School property. <br />A preferred alignment has been prepared and is in the review <br />process. <br /> <br />Two elements of this project pertain to parks: <br /> <br />The easement could be used as multi-purpose and provide a 40' <br />wide trail right-of-way which ultimately would link Flintwood <br />Hills, Ramsey Terrace, Windemere, Cedar Hills and Chestnut <br />Hills subdivisions to the elementary school property. <br /> <br />A portion of the trunk extension will go through the Flintwood <br />Hills Parks. Since the sewer line at this location will be <br />approximately 40' deep, a cleared area approximately 120-140' <br />wide will be required to accommodate trenching, storage of <br />materials and excavation and equipment working area. <br /> <br />With respect to the first item, the cost of obtaining trail right- <br />of-way in addition to the utility easement may significantly <br />increase the cost of acquisition. This additional cost can <br />ultimately be recouped by park dedication fees. Additionally, the <br />right-of-way trail alignment through R. Knutson's proposed <br />development has been generally agreed upon. This alignment would <br />also be used for sewer. <br /> <br />Regarding the second item, a significant amount of clear cutting <br />in the Flintwood Hills parks will occur. Much of this is mature <br />oak while other areas are predominantly lowland scrub woods. Does <br />the Commission feel that restoration should include some <br />reforestation? Might the exchange of additional costs incurred for <br />land offset the losses due to clear cutting within the parks? <br /> <br />The Park Board's input is required prior to September 20.
