CASE <br /> <br />CONCESSION STAND AT CENTRAL PARK <br /> By: Merland Otto <br /> <br />Background: <br /> <br />As you are aware, the city is obligated to make substantial <br />improvements to the concession stand at Central Park if it wishes <br />to continue to be licensed by the County. <br /> <br />Several concerns have been raised regarding the necessary <br />investment required versus the size of the current concession <br />stand. Ideas have been proposed which include the possible <br />enclosure of the easterly end of the park center or the acquisition <br />of a mobile concession wagon. <br /> <br />Yet additional concerns have been raised regarding the City <br />investment required relative to the return. Currently, RYAA runs <br />the concession stand and retains all revenues. At this point, <br />preliminary cost estimates range up to $10,000 plus overhead. A <br />major consideration, however, is to determine exactly what <br />concessions will be served. Costs are dramatically affected <br />dependent on the types of concessions being handled. <br /> <br />I have discussed this with Karen Casselli at Anoka County who has <br />indicated a willingness to work with the City towards achieving <br />license compliance. I have, however, little knowledge of the <br />actual operations, revenues and revenue centers, and have thus far <br />not been successful in contacting the appropriate RYAA parties. <br />If possible, I'll attempt to have someone at the commission <br />meeting. <br /> <br />Consideration should be given to the amount of City investment if <br />no direct return is realized.
