Case #24: Purchase of Squad Cars

Chief Auspos explained that the Hennepin County Purchasing Agency establishes the cut-off date
for ordering squad cars from the successful bidder. This year the cut-off date is August 20, 1990
which is prior to the adoption of the City of Ramsey's 1991 Budget. Chief Auspos requested City
Council permission to place an order for two squad cars prior to August 20, 1990.

Motion by Councilmember Cich and seconded by Councilmember DeLuca to authorize the Police
Chief to place an order for two squad cars through the Hennepin County Purchasing Agency.

Further Discussion: Councilmember DeLuca noted that the Budget Committee has been meeting
and is in favor of purchasing two squad cars in 1991 but the budget process is not far enough
along to know how those squads will be funded.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cich, DeLuca, Pearson and
Peterson. Voting No: None.

Case #19: Adopt Ordinance Changing 147th Circle N.W. to 146th Circle N.W.

Motion by Councilmember DeLuca and seconded by Councilmember Cich to adopt Ordinance g90-
18 changing 147th Circle N.W. to t46th Circle N.W.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Cich, Pearson and
Peterson. Voting No: None.

Case #20: Redesignation of City Engineer

Motion by Councilmember Cich and seconded by Councilmember Pearson to adopt Resolution
g90-08-267 appointing Steven Jankowski as City Engineer.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cich, Pearson, DeLuca and
Peterson. Voting No: None.

Mr. Hartley noted that Mr. Jankowski has made application but is currently not registered as a
professional engineer in the State of Minnesota. Until that certification is made, Peter Raatikka will
continue to sign as Ramsey~s Certified Engineer.

Councilmember DeLuca inquired if Mr. Jankowski will be able to take over all responsibilities of
the City Engineer when his support staff is not yet available.

Mr. Hartley reported that projects are being transferred daily from Hakanson Anderson to Mr.
Jankowski. However, in the past the City has purchased engineering time that amounted to five
man years and even when the City's Engineering Department is fully staffed with three persons, it
will not be totally self-sufficient.

Case #21: Appointments to the Charter Commission

Mr. Hartley noted that there are vacancies on the Charter Commission and advised City Council to
make recommendations to the Chief District Court Justice to appoint members to the Charter
Commission.

CITY COUNCIL/AUGUST 14, 1990
