Mr. Gerald Zimmerman, Chairman
Page 3
September 26, 1990

11.

Drainage is generally directed south to a low area in the
Outlot and thence to the Mississippi River. Additional
drainage easements will need to be shown on the preliminary
plat.

12.

The Anoka County Soil Survey indicates that soils within the
plat are predominantly Hubbard course sands, Dickman sand
loams and Becker very find sand loam, all suitable for
construction.

13.

City Code requires screening between commercial and
residential properties. Screening requirements will be
extensive south of the proposed frontage road. The developer
has indicated that the commercial frontage abutting the
residential district could have specific screening
requirements covenanted with the property.

14o

The Parks Commission reviewed the sketch plan at their August
meeting. This revision does not significantly differ from the
original concept except for the park credit anticipated for
private open space. The park dedication ordinance allows a
developer to request park credit for scenic easement from the
city Council up to a maximum of 25% but provides no other
credit for private open space.

If you have any questions in regard to the proposed development~
feel free to let us know.

Sincerely,

HAKANSON ANDERSON ASSOCIATES, INC.

Pete R.
