CASE <br /> <br />FAYE ADDITION SKETCH PLAN <br />PARK DEDiCATiON REVIEW <br /> By: Merland Otto <br /> <br />Background: <br /> <br />At your November 8th meeting, the Commission reviewed and rejected <br />a proposed trail alignment through Faye Addition. The Commission <br />further recommended two options to explore for trail alignment but <br />did not limit the Applicant to those options. Mr. Chapman has <br />proposed an alternative alignment and outlines his reasoning in the <br />attached letter. <br /> <br />If the alignment is approved, none of the trail right-of-way <br />adjoining street right-of-way would be eligible for park dedication <br />credit. <br /> <br />The direction given to Mr. Chapman was that he should seek to <br />remove the trail from the road right-of-way and try to reduce the <br />number of street crossings. The proposal is an improvement over <br />the previous proposal with approximately half of the alignment <br />being located off road. <br /> <br />observations: <br /> <br />The Applicant correctly points out that two of the street crossings <br />would be at cul-de-sacs and the crossing at 137th may be at a <br />controlled intersection. <br /> <br />The proposal sets up a diagonal crossing at the intersection of <br />137th and the residential collector which is undesirable. <br /> <br />Approximately half of the trail alignment is situated along street <br />right-of-way. <br /> <br />At this point, the total dedication proposed and eligible for parks <br />would be 4.17 acres open space and 0.51 acres for trail (total of <br />4.68 acres). Total park dedication required is 7.62 acres. <br /> <br />staff Recommendation: <br /> <br />The proposal does not meet the directives of the November <br />Commission meeting and thus would appear to be unacceptable. <br /> <br />Commission Action: <br /> <br />Motion to recommend approval/denial of proposed park dedication for <br />Faye Addition. <br /> <br />Checklist: <br /> <br />Zoning Administrator <br />city Engineer <br /> <br />PARKS: 12/13/90 <br /> <br /> <br />
