Once it is filled up, we will be told that more landfill capacity is needed and <br />Ramsey would be a likely candidate for an additional landfill because of past action to attract more <br />volume. Mr. Hanley stated that Council is giving him two signals and he's not sure which <br />direction he should be following. <br /> <br />Mavor Reimann stated that the reduction in tipping fee is an attempt to fill this site b.v 1993. <br /> <br />Mr. Harfley noted that Waste Management will be there as long as the market provides thc capacity <br />for them. Mr. Harfley stated that if Ramsey's action forces the Elk River site to close and the <br />capacity at the Ramsey site is used up, the only alternative for Metro Council is to place another <br />landf'fll in the northern Metro Area and the best place would be close to the RDF plant. The closest <br />Anoka County site to the RDF plant is the Site "P" in Rarnsey. <br /> <br />Mr. Otter noted that if the City goes ahead with plans to improve the airport, then the selection of <br />Site "P" is not a consideration. <br /> <br />Councilmember Pearson was reluctant to take action that would promote selection of Site "P". <br /> <br />Mr. Otter noted that the proposal for a reduction in tipping fee is for a short term, eleven months. <br /> <br />Motion by Councilmcmber Cich and seconded by Councilmcmber Peterson to direct City Staff to <br />draft an ordinance for Council consideration at their next regular meeting to reduce the tipping fee <br />to $1.33 per ton and to reflect that the reduction in tipping fee will not apply unless the average <br />daily balance of incoming fill over a 30-day period at the landfill is 185 tons. <br /> <br />Motion carried. Voting Yes: <br />Pearson. Voting No: None. <br /> <br />Mayor Reimann, councilmember Cich, Peterson, DeLuca and <br /> <br />Case #5: Receive Bids for Street Improvement Project #89-4, 153rd Avenue <br /> N. W. <br /> <br />Mr. Raatikka stated that the City received bids for the 153rd Avenue N.W. project on August 22, <br />1990 and the tow bidder was Dresel Contracting. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Pearson to adopt Resolution <br />~)0-08-285 Accepting Bids for Street Improvement Project #89-4 and Awarding a Contract to <br />Dresel Contracting, Inc. for Such Improvements. <br /> <br />Further Discussion: Mr. Raatikka stated that this project will be paid for through state aid funds <br />and based on allocations through next year, City Staff is proposing that the City bond for <br />approximately $500,000.00 for state aid projects. <br /> <br />Motion carried. Voting Yes: Mavor Reimann, Councilmembers Cich, Pearson, DeLuca and <br />Peterson. Voting No: None. <br /> <br />.~. Raatikka stated that DNR is requesting that the City purchase five acres of land on Waste <br />Management's property to mitigate wetlands consumed in the 153rd Avenue N.W. project.
