Mayor Reimann inquired if the Rivlyn project'qualifies for 50~ Cit.',' participation. <br /> <br />/,,,tr. Harttey replied that whether or not the Rivlvn Avenue project qualifies for 50% participation <br />on the par~ of the City is a Council decision and' it will set a precedent. Mr. Hartley did note that <br />Rivlyn Avenue was in a state of disrepair and had the sewer and water improvements not been <br />brought to that area, it clearly would have needed at least street reconstruction and woula have <br />received 50% CiD' participation. <br /> <br />Councilmember Pearson stated that he thought there was a policy in place whereby the residents <br />would not be assessed until the,,' connected to the services. <br /> <br />Mr. Hartley replied that in January of t990, the City Council passed an Ordinance setting a policy <br />whereby connection would be required when services are available and if sen, ices are currently <br />available, the properties have two years to connect from the date of 1990. <br /> <br />Councilmember Pearson stated that one of the property owners is an elderly couple and the. <br />assessment would be a financial burden on them. <br /> <br />Mr. Hartley replied that the State of Minnesota and the City of Ramsey provide for senior citizen <br />deferral of assessments. Deferred assessments accumulate interest and v`,ill be levied against the <br />property at some time in the future, but the property owner does not have to lose the property <br />because of the special assessment. <br /> <br />Mayor Reimann inquired as to ',,,,,hat amount would reflect 50% of the road construction portion of <br />the project. <br /> <br />Mr. Raatikka stated that 50%. of the road construction would probably amount to $9,000.00. <br /> <br />Motion by Councilmember Peterson and seconded bv Councitmember Cich that the City will <br />participate in 50% of the cost for the portion of the Rivlyn Avenue project relating to road <br />construction. <br /> <br />Further discussion: Mr. Kiefer stated that to fully satisfy himself, he would tike to see an itemized <br />list of the propemes to be assessed. <br /> <br />Jack Newcomb - 6301 Rivlvn Avenue N.W. - Mr. Newcomb stated that there was a revision in the <br />design plans for the utilities and inquired if the City subu-acted the cost of the trunk lateral <br />connection from Front Street to where. PJvlvn Avenue is nov,' built, Mr. Ra. afikka replied that the <br />cost has been deducted from the project cost.
