Mr. Hartley stated that the proposed :tgreemem constitutes an agreement between Ramsev Investments and the City of Ramsey for the purpose of Ramsey Investments stating that they wiil construct the building for Parabody, lnc. and they will pay the necessary, taxes and that the City will carry a lien on that property until a sufficient amount of tax increment has been received to corm' the cost of the City's investment in the property. Motion by Councilmember DeLuca and seconded by Councihnember Cich to adopt Resolution #90-09-292 entering into a contract for private development of improvements of Development District #1 and Tax Increment Financing District ~2 with Ramsey Investments. Motion carried. Voting Yes: Mayor Reimann. Councilmembers Cich, DeLuca, Pearson and Peterson. Voting No: None. (~ase #3: Introduce moralorium 9rOinance goncerning sitin~ of adull enlertainmenl establishments. Mr. Hartley stated that the previous ordinance adopted by the Ramsey City Council to establish a moratorium on the siting of adult entertainment uses will soon expire. In addition, the City schedule for hearings and adoption of permanent adult entertainment regulations is planned for outside of that moratorium. Mr. Hartley stated that staff is requesting that City Council introduce another ordinance to extend the moratorium period for another sixty (60) days. Motion by Councilmember DeLuca and seconded by Councilmember Cich to introduce an ordinance extending the moratorium tem~ of' City Ordinances #90-9 and g90-10. Motion carried. Voting Yes: Mayor Reimann. Councilmembers Cich, DeLuca, Pearson and Peterson. Voting No: None.
