Mr. Harfley stated that the Cry advertised for bids for ~he project and awarded the bid to the lowest responsible bidder, tn this particular case, the City did receive satisfactory recommendations regarding the lowest bidder before awarding ~h~ project. Mr. Harfiey noted that if he receives requests for references about this particular contractor in the future, he will note that there were complaints about the project work. Steve Morton inquired ;ts to what the consequences would be if a property owner could not afford to connect to the services. Mr. Hartley stated that property owners should connect to the services by the spring of 1991 and they should be contacting a plumber to perform that service for them. Mr. Hattie's' noted that there is a deferment proFam available to senior citizens whereby the assessment is deferred. During the time the assessment is deferred, it does accumulate interest and is considered a lien against the property. ADJOURNMENT Motion by Councilmember DeLuca :~nd seconded bx.'
