Case #2: Reques! for a Conditional Use Permit to Expand an Aluminum <br /> Recover)' and Processing Business Case of Danny's Aluminum <br /> Processing, Inc. <br /> <br />Merland Otto, Hakanson Anderson proceeded with this case by fu'st handing out an errata shee'~ <br />which contained the correct version of the vote of the Planning and Zoning Commission. Mr. Otto <br />informed the Council that Mr. Dan Karst, Jr., Danny's Aluminum has a CUP to operate an <br />aluminum processing business. He proposes to increase his business by adding a second furnace <br />and is requesting a second CUP to allow him to do this. Mr. Otto reviewed the improvements <br />stipulated in the development agreement. He stated these had all been done with the exception of <br />turf establishment and replacement of the septic system. He explained that the business is currently <br />using an above ground holding tank which is permissible upon Council authorization and after <br />finding that it is the most cost effective temporary solution, Mr. Karst has indicated he desires City <br />sev`'er and water connection and Mr. Otto stated Mr. Karst should initiate a petition for sen, ices so <br />thnt a feasibility study could be done. Mr. Otto explained that Mr. Karst initially purchased the <br />second furnace to use while repairs were being done to the existing furnace but that nov,, Mr. Kars~ <br />is requesting n permit to run both furnaces with a total potential process input of 2800# to <br />,~000g/hour. Mr. Karst is evaluating an afterburner system which, if successful, would be used to <br />rcpince the existing baghouse. The baghouse would be retained to use in the event the ~terbumers <br />are not in service. <br /> <br />Ms. Sharon Watson, a representative for Dan Karst was present and handed out a list of <br />improvements Mr. Karst had completed. She stated that Mr. Karst is agreeing to the many <br />conditions requested, and also that he has already addressed a lot of the issues presented to him. <br />Regarding the MPCA issue; Mr. Karst received notice from MPCA that his facility was exempt <br />from requiring an air emission permit based on the conclusion that the potential to emit each of the <br />criteria pollutants is less than 25 tons per year. That was based on one furnace. If the second <br />furnace is approved by CiD, Council, the papers are read), to go to MPCA, however, it is expected <br />that it ',,,,ill still be exempt. He has made the effort to reduce pollutant issues, addressed the storing <br />of oil products, put up a fence and planted trees in regard to the screening, etc. He has been in <br />business full time for three years and his business has g-rown to employ several people. He is <br />pleased w/th the cooperation he's received from the City Staff, the Police Department and the Fire <br />Department, however, he feels he has been vet,, cooperative also. <br /> <br />Councilmember Peterson asked what would happen if the petition for City sewer and water did not <br />pass. <br /> <br />Mr. Otto explained that the issue would have to be brought before City Council for approval to use <br />a holding tank temporarily until another solution can be found. <br /> <br />Mayor Reimann stated Hat he'd have to put in an on-site septic system <br /> <br />Counciimember Pearson asked if both burners would be operating at the same time. <br /> <br />~C.-. Karst explained that he would be running both burners at the same rime to take care of peak <br />pehods to keep his invento,'-y down, however, he wouldn't always have to operate both burners <br />together. He explained there would be two separate afterburners, one for each furnace.
