COUNCIL BUSINESS (CONTINUED) <br /> <br />Case #13.A: Authorization To Use "Quick Take" Process In <br /> Acquiring Easements For Improvement Project #89-4 <br /> (153rd Avenue Improvement): <br /> <br />Mr. Goodrich stated that adoption of the proposed resolution at this time would permit the <br />City to continue to move as quickly as possible to acquire 153rd Avenue right-of-way by <br />allowing the use of the "Quick Take" process in those cases where Staff is unable to <br />negotiate an agreed upon price with the landowners. <br /> <br />Mr. Goodrich noted that letters have been sent to all of the affected landowners explaining <br />the process and schedule for acquisition and an approximate date on which the3, will be <br />contacted by the City with an offer. The letter did not advise the landowners that the <br />"Quick Take" process will be used in those cases where there is not an agreed upon price. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Pearson to adopt <br />Resolution 4/90-01-33 which is a resolution allowing use of MSA 117.042 known as the <br />"Quick Take" process. <br /> <br />Further Discussion: Councilmember Pearson noted that one of the landowners, Walter <br />Scroggins, is elderly, and City Staff should be careful not to upset him during the <br />acqtll$1tlon process. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #13.B: <br /> <br />Authorize Right-Of-Way Acquisition For Waco Street <br />N.W. (149th Avenue to 150th Avenue): <br /> <br />Mr. Raatikka stated that Mn/DOT has approved the fight-of-way plans for Waco Street <br />N.W. between 149th and 150th for the installation of sewer and water to the plat of Juniper <br />Woods. Action now required is City Council authorization to acquire the right-of-way. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Peterson to adopt <br />Resolution 4490-01-34 authorizing the City Attorney to acquire the fight-of-way for the <br />Waco Street N.W. project by direct negotiation or eminent domain. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />a) Joint Meeting With Lower Rum Pdver Water Management Organization <br /> <br />Mr. Hartley stated that a joint meeting between the Lower Rum River Water Management <br />Organization and the various member city councils is scheduled for February 21 at 7:00 <br />p.m. at Anoka City Hall to discuss water quality management guidelines. <br /> <br />Councilmembers Cich and Pearson, as members of the Fire Board, requested that Fire <br />Chief Hoeke reschedule the guest speaker planned for the February 21 Fire Board meeting <br />to the February 14 meeting. <br /> <br />City Council/January 23, 1990 <br /> Page 15 of 16 <br /> <br /> <br />
