Commissioner Elvig stated he wants to assure that moving forward, everything gets addressed so there are no future issues or problems. Motion by Commissioner Riley, seconded by Chairperson Backous, to approve Option 1 and authorize the Executive Director to execute a work order with Landform Professional Services in the amount not to exceed $5,000, to authorize $3,000 in HRA legal counsel fees for a total of $8,000, and to direct the Development Team to proceed with the modification to the plat of COR TWO and revise documents necessary to record the plat and to direct HRA counsel to prepare an agreement with Sophia Ramsey, LLC related to the eventual platting of their parcels, and their contribution to the costs of revising the plat contingent upon analysis by the City’s Planning and Engineering Division supporting the viability of the submitted sketch; and, review by the City Attorney as to legal form. Motion carried. Voting Yes: Chairperson Backous, Commissioners Riley, Elvig, Kuzma, LeTourneau, and Tossey. Voting No: None. Absent: Commissioner Strommen. 5.02: Consider Potential Land Use and Sale of Land – Southwest Corner of Ramsey Boulevard and Sunwood Drive (Portions may be closed to the public) Development Manager Lazan reviewed the staff report relating to the potential sale of property in the southwest corner of Ramsey Boulevard and Sunwood Drive. He advised that under Minnesota Statutes, Section 13D.05, Subd.3(c), the meeting can move into closed session to discuss confidential or non-public appraisal data and acquisition negotiations. He indicated closed session discussion will relate to the potential sale of property in the southwest corner of Ramsey Boulevard and Sunwood Drive for future development. The closed session will be tape recorded and that tape will be maintained for a period of eight years. Motion by Commissioner Riley, seconded by Commissioner Kuzma, to move to Closed Session to discuss acquisition negotiations. Motion carried. Voting Yes: Chairperson Backous, Commissioners Riley, Kuzma, Elvig, LeTourneau, and Tossey. Voting No: None. Absent: Commissioner Strommen. The HRA meeting moved into a Closed Session at 9:41 p.m. The HRA reconvened in Open Session at 9:58 p.m. Development Manager Lazan stated the HRA held discussion on a potential offer on property at the southwest corner of Ramsey Boulevard and Sunwood Drive and consensus was reached to invite them back for presentation at future HRA meeting. 5.03: Consider Proposed Change to Purchase Agreement – Edgewood Development This item was considered prior to Case 5:01.
