Commissioner Elvig stated he wants to assure that moving forward, everything gets addressed so <br />there are no future issues or problems. <br /> <br />Motion by Commissioner Riley, seconded by Chairperson Backous, to approve Option 1 and <br />authorize the Executive Director to execute a work order with Landform Professional Services in <br />the amount not to exceed $5,000, to authorize $3,000 in HRA legal counsel fees for a total of <br />$8,000, and to direct the Development Team to proceed with the modification to the plat of COR <br />TWO and revise documents necessary to record the plat and to direct HRA counsel to prepare an <br />agreement with Sophia Ramsey, LLC related to the eventual platting of their parcels, and their <br />contribution to the costs of revising the plat contingent upon analysis by the City’s Planning and <br />Engineering Division supporting the viability of the submitted sketch; and, review by the City <br />Attorney as to legal form. <br /> <br />Motion carried. Voting Yes: Chairperson Backous, Commissioners Riley, Elvig, Kuzma, <br />LeTourneau, and Tossey. Voting No: None. Absent: Commissioner Strommen. <br /> <br />5.02: Consider Potential Land Use and Sale of Land – Southwest Corner of Ramsey <br />Boulevard and Sunwood Drive (Portions may be closed to the public) <br /> <br />Development Manager Lazan reviewed the staff report relating to the potential sale of property <br />in the southwest corner of Ramsey Boulevard and Sunwood Drive. He advised that under <br />Minnesota Statutes, Section 13D.05, Subd.3(c), the meeting can move into closed session to <br />discuss confidential or non-public appraisal data and acquisition negotiations. He indicated <br />closed session discussion will relate to the potential sale of property in the southwest corner of <br />Ramsey Boulevard and Sunwood Drive for future development. The closed session will be tape <br />recorded and that tape will be maintained for a period of eight years. <br /> <br />Motion by Commissioner Riley, seconded by Commissioner Kuzma, to move to Closed Session <br />to discuss acquisition negotiations. <br /> <br />Motion carried. Voting Yes: Chairperson Backous, Commissioners Riley, Kuzma, Elvig, <br />LeTourneau, and Tossey. Voting No: None. Absent: Commissioner Strommen. <br /> <br />The HRA meeting moved into a Closed Session at 9:41 p.m. <br /> <br />The HRA reconvened in Open Session at 9:58 p.m. <br /> <br />Development Manager Lazan stated the HRA held discussion on a potential offer on property at <br />the southwest corner of Ramsey Boulevard and Sunwood Drive and consensus was reached to <br />invite them back for presentation at future HRA meeting. <br /> <br />5.03: Consider Proposed Change to Purchase Agreement – Edgewood Development <br /> <br /> <br />This item was considered prior to Case 5:01. <br /> <br />Housing and Redevelopment Authority / February 5, 2013 <br />Page 6 of 7 <br /> <br />
