Kathy Peterson - Stated that EPA studies indicate that there are 7 or 8 successful compost <br />programs that are using front end loaders. <br /> <br />Becky Lemke - 14361 Uranium Street N.W. - Noted that she has provided the <br />Commissioners with a memo from her and copies of an article from the October, 1988 <br />issue of BioCycle entitled "Options For Municipal Leaf Composting" (see Attachment A) <br />which collaborates Sharon Dahlgren's comments. Becky inquired if Waste Management <br />will be using an oxygen meter to monitor anaerobic conditions and what other methods are <br />available to reduce pile odors. <br /> <br />Steve Kollodge - Replied that there will be an oxygen meter used at the facility. To reduce <br />odors, the windrows can be divided in half to allow more oxygen to get to the compost. <br />Steve noted that during the turning of the piles, there will be odor released. <br /> <br />Becky Lemke - Inquired if there is any information regarding possible contamination from <br />the herbicides and pesticides that come into a compost pile with grass clippings. <br /> <br />Steve Kollodge - Replied that information is limited; based on some cursory reviews, <br />Anoka County has not detected herbicides, pesticides or environmental concerns. <br /> <br />Sharon Dahlgren - Noted that this is an area of shorelands and wetlands and inquired as to <br />what will be done to prevent surface water leaching. <br /> <br />Steve Kollodge - Replied that there is a 1/2% to 2% slope in the area and the drainage plan <br />indicates that surface water will not leave the site. <br /> <br />Sharon Dahlgren - Inquired if a liner will be used at the compost facility. <br /> <br />Steve Kollodge - Replied that there are no requirements to line a yard waste compost site <br />and no liner system is proposed. <br /> <br />Sharon Dahlgren - Inquired if the use of inoculants is proposed. <br /> <br />Steve Kollodge - Replied that inoculants will not be used. <br /> <br />Sharon Dahlgren - Inquired if temperature guages will be used at the compost facility. <br /> <br />Steve Kollodge - Replied that temperature guages will be used. <br /> <br />Sharon Dahlgren - Inquired if any additional oxygen inductions systems will be used. <br /> <br />Steve Kollodge - Replied that no additional oxygen induction system will be used; it is <br />proposed to turn the piles once a month but they will be turned as often as the monitoring <br />indicates is necessary. <br /> <br />John Heinen - 6370 143rd Lane N.W. - Inquired as to the proposed term for the <br />conditional use permit if the project is approved. <br /> <br />Planning & Zoning Commission Public Hearing/February 6, 1990 <br /> Page 3 of 7 <br /> <br /> <br />
