unemployment and the loss of skilled labor and other human resources <br />in the City; <br /> <br />secure the increase of property subject to taxation by the City, the <br />County, Anoka-Hennepin independent school district No. 11 and other <br />taxing jurisdictions in order to better enable such entities to pay for <br />public improvements and governmental services and programs required <br />to be provided by them; <br /> <br />secure the construction and provide moneys for the payment of the cost <br />of public activities or improvements in Development District No. 1, <br />including site improvements and installation of utilities, which are <br />necessary for the orderly and beneficial development of the <br />Development District; <br /> <br />o <br /> <br />promote .the concentration of appropriate development within <br />Development District No. 1 in order to maintain the area in a manner <br />compatible with its accessibility and prominence in the City; <br /> <br />encourage local business expansion, improvement, development and <br />redevelopment, when compatible with the Development Program; and <br /> <br />create a desirable and unique character within Development District No. <br />1 through quality land use alternatives and design in new and remodeled <br />buildings. <br /> <br /> Through the sale of bonds in 1987, the City has provided funds for certain site <br />improvements, including ponding for storm water management, soil correction, <br />landscaping, fencing, security lighting and site grading within the Development <br />District. The City has made public improvements in the form of streets and an <br />extension of water and sanitary sewer to a portion of the Development District <br />designated for industrial development. In addition, the City plans to construct a well <br />and water storage facility within the Development District for public use, primarily <br />properties within TIF District No. 2. <br /> <br /> The City will also fund land acquisition and site improvement costs have been <br />paid for a multifamily housing project proposed for Lot 2, Block 1, Oxbow Addition. <br />These costs will be paid from the sale of additional taxable and tax-exempt bonds. <br /> <br /> The City further plans to fund extension of water and sewer for residential <br />development within TIF District No. 5, with costs paid by special assessments and sale <br />of tax-exempt bonds. In addition, the City will fund site improvements for a <br />commercial development in TIF District No. 5, and park improvements in the River's <br />Bend development in TIF District No. 1. <br /> <br />D. Environmental Controls <br /> <br /> It is anticipated that no development within the Development District will <br />present major environmental concerns. All City actions, public improvements and <br />private development will be carried out in a manner which will comply with <br />applicable environmental standards. <br /> <br /> <br />
