In urban areas, lights should be at regular intervals but not necessarily at <br />intersections. <br /> <br />On March 7, 1989, the Ramsey Planning and Zoning Commission tabled the Review of Street <br />Lights as a subdivision requirement. <br /> <br />On March 13, 1989, the consensus of the Planning and Zoning Commission was to direct staff to <br />prepare a draft ordinance amendment for consideration that would establish the following policies: <br /> <br />a) <br /> <br />The addition of street lights to existing rural and urban neighborhoods would be <br />handled in accordance with the City Charter as it relates to public improvements -- <br />City consideration of the improvement will require a petition from the residents. <br />The construction and maintenance costs would be assessed to the benefitting <br />property owners. <br /> <br />b) <br /> <br />Street lighting would be required in newly developing urban neighborhoods at <br />intersections and regular intervals. Construction costs would be the responsibility <br />of the developer; maintenance costs would be the responsiblity of the benefitting <br />property owners. <br /> <br />The Planning Commission also requested that the Police Department prepare a report regarding <br />major and hazardous intersections throughout the City where street lights should be installed. <br /> <br />On May 2, 1989, the Ramsey Planning and Zoning Commission tabled the Review of Street Lights <br />as a subdivision requirement. <br /> <br />On May 16, 1989, the Ramsey Planning and Zoning Commission tabled the Review of Street <br />Lights as a subdivision requirement. <br /> <br />On June 12, 1989, the Ramsey Planning and Zoning Commission tabled the Review of Street <br />Lights as a subdivision requirement. <br /> <br />On July 10, 1989, the Ramsey Planning and Zoning Commission tabled the Review of Street <br />Lights as a subdivision requirement. <br /> <br />On July 18, 1989, the Ramsey Planning and Zoning Commission tabled the Review of Street <br />Lights as a subdivision requirement. <br /> <br />On August 1, 1989 the Ramsey Planning and Zoning Commission tabled the Review of Street <br />Lights as a subdivision requirement. <br /> <br />On September 19, 1989, the Ramsey Planning and Zoning Commission agreed that new <br />subdivisions in the MUSA should be required to install street lights at intervals, interior <br />intersections and major intersections at the expense of the developer. In addition, the Planning and <br />Zoning Commission agreed that in the rural area, developers of new plats should be required to <br />install street lights at intersections with County, State and collector streets. <br /> <br />Recommendations: <br /> <br />Staff recommends that the Planning and Zoning Commission recommend approval and direct staff <br />to forward the proposed ordinance to City Council for their consideration. <br /> <br />Staff recommends that the Planning and Zoning Commission recommend to City Council that <br />street lights be installed at locations as per the Police Department list dated March 27, 1989. <br /> <br /> <br />
