Hartley stated tho! the City is in the process of updating the Comprehensive Plan and the purpose of tilts meeting is to let all tile councilmembers ;md commission members know ',,,,'hat is being considered with respect to parks, transportation ;md l;md use/zoning. Following the presentation, those persons present can go back to their respective commissions and draft comments and recommendations. g~. Otto proceeded to review tile standards for the four areas that resulted from thc recent MUSA boundary, expansion approval: 1. MUSA Area (urban standards); 2. Urban Reserve Area lu[timate urban area, 10 acre minimum lot siie); 3. Rural Transition Arco (2.5 acre minimum lot size at a density not to exceed 4 units in 40 acres): 4. Rural Sec'icc Area (area likely to never receive city sewer, 10 acre minimum lot size at a density not to exceed ,4 units in 40 acres). Mr. O)to noted that in addition there is the Critical River District in which the n'finimum lot size is 5 acres. Mr. Otto proceeded to review some of the information derived from the ]-Iigtm, ay #t 0 Corridor Stud.,,'. That stud)' indicated that if there is no effort for a planned industrial park, the City cannot be at a competitive advantage relative to other communities. Ramsey docs have the potential for a planned industria! park as there is 120(/acres of industrial zoned land. Mr. Otto reviewed.the land use zoning recommendations from the Highway-~10 Corridor Study. Mr. Otto then reviewed the existing land use zoning and the hind use zoning proposed based on what is currently happening and expected to happen in the City in the near future. The major zoning changes proposed are: rezoning all B-1 and 1-1 Industrial areas outside the MUSA area to Rural Business and Rural Industrial; rezoning l-1 property within the MUSA area that abuts Hwy. 4/10 on the north side to B-l; property abutting Hwy. 4/10 on the south side would be zoned for business with rezoning as necessary to have residential abutting the river; creating muhi-family zoning to serve as a buffer between single fan-illy residential and industrial property; creating multi-family zoning on the east side of Nowthen Blvd. in the vicinity of Ramsey Commons; rezoning muhi-family on the west side of Nowthen Blvd. in accordance whh adjacent single family residential; rezoning B-I at the intersection of Nowthen Blvd. and Hwy..g.'l.? to single family residential. Mr. Fults inquired as to the net effect on tax base resulting from the proposed rezonings. Mr. Otto stated that Chy Staff could research the net effect to tax base caused by rezonings. During the discussion, it was noted that the City of Anoka would like Ramsev to up,adc it's performance standards in that area where McKinley Street is proposed to 'be extended into Ramsev. Consequently, this area is the likely candidate for a planned industrial park.
