Mr. Raatikka stated that the road condition is determined through observation and a surface rating <br />system from the University of Minnesota. <br /> <br />Pat Krizaj; 5470 - 155th Lane N.W. - expressed a concern about the road not lasting twenty years <br />and wanted to know v`'hen iq was sealcoated. He v`,anted to see records and argued with Mr. <br />Raatikka the year the road v`'as initially constructed. He wanted to know the reasons it didn't last <br />the twenty years as not even full size cars drive down the streets. He said there was no through <br />traffic - only the residents drive on the street. <br /> <br />Mr. Raatikka informed him that on the original street the project life span was 15 years as the <br />requirements for the 70's were not quite what they are today. The requirements have changed and <br />increased the life expectancy another five years with proper maintenance.. <br /> <br />Pat Krizaj - asked if there were core samples available proving the road needs an overaly. <br /> <br />Mayor Reimann informed Mr. Krizaj that he has 60 days to submit a petition against the project. <br />He also stated that the City relies on Mr. Raatikka's expertise and he is qualified to give the right <br />information. <br /> <br />Mr. Raatikka explained again that the overl~lying is proposed because the surface is deteriorating. <br /> <br />Gar3, Rose - asked about the projection on sev`,er and water coming in. <br /> <br />Mr. Raati'kka stated that there is probably a minimum of 20 ),ears before sewer and water can be <br />expected in Gary Rose's area. <br /> <br />Mr. Hartley commented that if a neighborhood doesn't request City sewer and water, it will not be <br />considered. <br /> <br />Gerry Joseph; 5311 - 156th Lane N.W., stated his concern was that if the newly overlayed roads <br />don't hold up the way they should, can something be written in the contract with the contractor that <br />it is their responsibility. He commented that he would like for the City Council and the City <br />Engineer to monitor the construction and if they don't meet specifications, they are responsible for <br />the cost. <br /> <br />Mr. Raati'kka stated there is a one-year warrant>, and that it is monitored and checked during <br />construction. <br /> <br />Gerry Joseph - feels if the City is going to pick up 50% of the maintenance costs and that comes <br />from all the taxpayers, then them should be something detailed fi.om the City to the contractor to do <br />quality work so it doesn't cost big money. <br /> <br />Mayor Reimann questioned Mr. Raati 'kka as to the road conditions of those roads constructed since <br />the thickness, etc. was increased. Mr. Raatikka stated there are a lot less problems with roads <br />constructed to upgaded standards. <br /> <br />Cliff Perry; 6134 - 158th Lane - stated his concern was the road curve; he said people take the <br />cu~,e at 60 miles per hour nov,', so it would get worse when it's fixed.
