It was noted that the old barn on Lot 14 may be under the jurisdiction of the Anoka County
Historical Society.

On October 12, 1989, the Ramsey Park and Recreation Commission heard the staff
recommendation to take land along Trott Brook, the North/South Corridor along the easterly
boundary known as Lot 5, Block 1, then going east across Lots 6 through 14, Block 1, along the
northerly border of the plat along State Highway #47 down to the southern border of the plat. It
was also recommended that the trail corridor be approximately 100 - 125' in width along Trott
Brook and a 75' wide trail right-of-way be provided on the easterly side. The remainder amount of
park dedication to be satisfied with cash. There was a motion which was adopted by the Ramscy
Park and Recreation Commission that the staff recommendation for land be accepted for park
dedication with the remainder in cash.

During the week of October 30, 1989, the subdivider resubmitted the proposed plat as a Planned
Unit Development (PUD).
On November 6, 1989, the Ramsey Planning and Zoning Commission conducted the public
heating for Trott Brook Ponds PUD and tabled this case until their special meeting scheduled
November 21, 1989. At the public hearing, concerns were expressed, among other things,
regarding access to parcels around the north portion of the proposed PUD.

On November 21, 1989, the Ramsey Planning and Zoning Commission adjourned prior to
addressing this case; forwarded to November 28, 1989 special meeting agenda.

On November 28, 1989, there was no quorum of the Ramsey Planning and Zoning Commission
and the meeting was not called to order.

On December 4, 1989, the Ramsey Planning and Zoning Commission recommended preliminary
plat approval and P.U.D. concept approval of Trott Brook Ponds contingent upon compliance with
all items in the City Engineer's Review; review by the Park and Recreation Commission, and the
right to another review by the Planning and Zoning Commission prior to final plat approval. It
should be noted that in part due to comments from the November 6, 1989 public hearing, the area
of the PUD concept was enlarged.

On December 14, 1989, the Ramsey Park and Recreation Commission reviewed the enlarged Trott
Brook Ponds P.U.D. It was noted that; 1) the easterly trail corridor would run by an old barn
which may be an historical site, 2) a portion of the dedicated land area is wetlands, 3) only a
portion of the park dedication requirement was met with land in the original concept plan. The
Park and Recreation Commission request that the developer reconfigure the dedicated land area to
meet the park dedication requirements. The developer agreed. The Park and Recreation
Commission recommended modification to the park land dedication along the south side of Trott
Brook in order to keep the lots no less than one (1) acre in size and to adjust width of the u'ail
corridor to thirty-five (35') near the existing structure 9barn) for a distance of approximately one
hun&ed sixty feet (160'), then narrowing to twenty-five feet (25') continuing at a width of twenty-
five feet (25') for a distance of approximately twenty-five feet (25') past the house thence widening
to seventy-five feet (75')

On December 19, 1989, the Ramsey City Council adopted Resolution #89-12-341: Resolution
Affh-ming City Policy and Significance as to Rural Area PUD Approval. (Refer to Attachment Q)

Also on December 19, 1989, the Ramsey City Council approved the preliminary concept for Trott
Brook Ponds P.U.D. as per the City Landscape Architect's Review dated November 29, 1989, the
Engineer's Review dated December 12, 1989, and the Park and Recreation Commission
recommendations of December 14, 1989; returning the PUD to the Planning and Zoning
Commission for an additional public hearing and review; the PUD being subject to any new items
