1. No person will be forced to connect to sewer and water <br />2. No person will be assessed any amount for sewer and water availability or any part of any <br />project to extend sewer and water if they don't want to connect <br />3. No person will be prevented from repairing, maintaining or replacing private sewer and <br />water if they want to <br />4. Majority extension of sewer and water should not be permitted to change established <br />neighborhood density <br />Some disagree because of property rights to do anything they want <br />5. Any cluster ordinance shall protect under area permanently <br />6. Undeveloped (cluster development) property can be used to buffer existing neighbors <br />7. Minimize damage to natural resources <br />ISSUE: Expansion of City Sewer and Water Allows Long Term Sustainable Development <br />• Helps to curb urban sprawl <br />• Takes pressure off existing large-lot development for infill <br />• Allows walk-ability <br />• Allows greater degree of conservation <br />• Prevents the need for future re-development <br />• City sewer should be done in a logicaUrational way <br />• Developing raw land allows for better planning than in-fill forethought is better than after <br />thought <br />• Keeping water from Ramsey in Ramsey is more sustainable <br />• Use the best current technology <br />ISSUE: Water Quantity, Source, and Cost <br />• Is there enough water for city growth? <br />• Water conservation techniques <br />1. 5-6 million gallons of water -July <br />2. 1-2 million gallons of water -January <br />3. $5 million for 11 city wells, rain sensors, topsoil <br />4. $20 million for treatment plant (water) <br />Can City have help paying difference? <br />• Cost to keep runoff/storm water here (not St. Paul) <br />• Cost for sewage treatment -too high <br />• Gray & Black water -how to use? <br />• Share treatment plant? -Joint powers <br />• Security of water supply -pretty safe? <br />14 <br />
