COMPREHENSIVE PLAN <br />ISSUES POSTED WITH DISCUSSION NOTES <br />December 5, 2007 <br />ISSUE: Unified Vision of "Rural Ramsey" <br />• Principles: <br />1. Rural Ramsey a "bedroom community" <br />2. The City of Ramsey should be able to keep significant parts feel and be rural while <br />allowing growth. Example -Town Center only for high density homes & retail - <br />townhomes/retail should be clustered versus spread out <br />Note: The townhomes that are here are not very nice -they are "low end" <br />3. Create design standards for rural feel <br />Recommend: <br />1. More gradual transitioning within existing housing developments <br />2. Keep townhomes & Retail centralized instead of spread out <br />3. Rural landscaping <br />4. Save natural resources <br />5. Ramsey is a "Tree City" -play up Arbor Day <br />When we clear areas of trees -let's put back <br />6. Ramsey needs to have something that other communities don't. Rural feel/lifestyle along <br />with urban planning in certain areas is a good draw <br />7. In addition to events like Ramsey City Days that evokes small town feel -implement <br />farmers market <br />8. Use existing power/utility easements for trail growth <br />9. "Walking Community" - be able to move easily from shop to shop; business; home. <br />Better parking, trolleys, shuttle bus, taxi =more transportation options to the centralized <br />retail, entertainment area <br />10. Cattails are part of Logo -they are all over the older parts of the city and parks. Cattails <br />imply wild, open space, trails <br />11. Rural should not be bad/negative with planning. Let our rural vision lead versus <br />someone else's <br />• Create design standards for rural feel <br />1. Architecture standards <br />2. Signage/lighting/boulevard/trees/trails/setbacks/buffer easements <br />3. This leads/results in unified vision for the city of rural feel <br />ISSUE: Decide what we want to be the End Product <br />• Is Ramsey a raw material to be harvested/refined to make something else OR a product as it <br />is to promote and preserve? <br />• Safe neighborhood <br />• Not another Coon RapidsBrooklyn Center <br />• Fulfill Town Center's promise of density along Hwy 10 -City should have integrity <br />• City mission: Tar the road, plow the snow, let people have their space apart from one another <br />• Fine as it is <br />• Don't spend a lot of money on consultants <br />• Preserve -Don't legislate out of existence the rural interests that are here <br />• Open space- low services, low taxes <br />18 <br />
