Government/Public/Private. Preserve aesthetic value of wetlands, <br />Rum River, Trott Brook, etc. without penalizing private owners. Vicky Hesselgrave and Ron <br />Hunt <br />• These areas provide value to everyone in Ramsey <br />• Farmers used to farm all the wetlands in Ramsey (30-40 years ago), they weren't as wet. <br />Water is drained from Burns. <br />• Wetlands should remain and have value as filters, green space, etc. <br />• If these areas are to be used for public, how to compensate. What can government do vs. <br />private people? Why does government have that right? <br />• Don Schumacher -Elk River -opposed trails <br />• How can trails be opposed? Zoning can take rights away. What should be done? <br />1. Funds available from government sources to compensate for "taking" <br />2. Allow greater density on other parts of properly to make up for non-use of wetlands <br />• Ramsey should educate private owners on how to protect natural resources. If they want to <br />control it (buffers) they should buy it, because sale value is reduced. <br />• Government is exempt from zoning ordinances <br />• Could park money be used? Other sources like open space banks. Where to get the money? <br />Developers? Grants? <br />• As each parcel sells, claim part of it to be used for the trails, etc. Do not infringe on <br />established properties. Negotiate and ask -don't just take. <br />• Disclosure should be made to potential buyers of the City's intent for future trails, etc. that <br />would affect their property. <br />7 <br />
