<br />Mr. Bilotta then presented three land. use scenarios and provided an explanation of each. <br />Scenario I, Rural Residential Expansion, assumes sewered development within the existing <br />MUSA line and continue the development pattern already established in large parts of Ramsey. <br />Planning Areas A, B, C, D and E would see no additional sewered development. All future <br />residential development in these areas would be on 2.5 acre lots or larger with individual sewage <br />treatment systems. Planning Area F, currently within the MUSA, would hold almost all future <br />sewered development. Scenario I would require higher densities of residential development <br />concentrated in the existing MUSA to meet the projected demand and leaves little area for <br />expanded business park/industrial uses. He reviewed the Ramsey3 values that are addressed in <br />Scenario I as well as planning considerations. <br /> <br />Mr. Bilotta presented Scenario 2, Moderate MUSA Expansion, which assumes sewered <br />development within the existing MUSA line with significant expansion into a new neighborhood <br />north in Planning Area B. There would be continued development in the existing MUSA in <br />Town Center and in the areas west along Highway 10, but not as high as in Scenario I. There is <br />room for significant expansion of business park uses along Highway 10. It assumes modest <br />neighborhood commercial redevelopment in Planning Area C at Highway 47 and 16ih. He <br />reviewed the Ramse~ values that are addressed in Scenario 2 as well as planning considerations. <br /> <br />Mr. Bilotta presented Scenario 3, Significant MUSA Expansion, which assumes MUSA would <br />expand into Planning Area B and also into the northwest comer of Planning Area A, with its own <br />new mixed use neighborhood center. It assumes the same modest neighborhood commercial <br />redevelopment at Highway 47 and I 67th. Development would still happen within the existing <br />MUSA along Highway 10 and in Town Center with significant opportunity for new business <br />park/industrial uses. But, because there is more development potential on the north side of <br />Ramsey, densities would be lower in the southern portion to meet the unit projections. This also <br />means that there would be more competition for Town Center from the neighborhood centers in <br />the north part of Ramsey. He then reviewed the Ramse~ values that are addressed in Scenario 3 <br />as well as planning considerations. <br /> <br />Mr. Bilotta stated they would like the group's input tonight. He explained the Scenarios will be <br />tweaked and presented at the community open houses on September 8 and 10. Additional public <br />comment can be submitted during that week or from the website. Assuming everything starts to <br />coalesce, they will start writing components of the draft Plan. However, that is not the end of the <br />planning process. Additional input will be received when the Plan is submitted to adjacent <br />jurisdictions for review and comment. That input will then be integrated into a final document. <br /> <br />Mayor Gamec stated one big problem will be the cost to extend sewer and water outside of <br />MUSA. Yet there are a lot of areas for infill to occur. He stated Ramsey needs those areas to get <br />filled in, but the cost is getting to a point that it's too high. Mayor Gamec stated that is a long- <br />range issue but he is concerned about areas within the MUSA, even in the southern part, that are <br />not filled in and create an economic impact to Ramsey.
