<br />COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />2010-2014 Parks Five-Year Capital Improvement Plan <br /> <br />Park Supervisor Riverblood reviewed the one remaining element for the skate park at Alpine <br />Park being the concrete swale which would catch the rain events off the slab and route it toward <br />the sedimentation basin. <br /> <br />He also reviewed that Elmcrest Parks playground scheduled for 2009 has been shifted out to <br />2010 and incorporated with the community building and sanitary sewer expenses has been added <br />Ill. <br /> <br />Commissioner Backous asked about ARAA and their ability to be involved in planning and what <br />should or shouldn't they do with regard to City Council and making themselves heard about this <br />being a priority to them. <br /> <br />Chairperson Johns responded when the planning process starts we would not exclude ARAA <br />from the process and would seek their input along with other user groups. If they wanted to <br />speak to City Council, we certainly can't stop them, but a better way might be to donate some <br />seed money toward the project or help coordinate with Lions or other philanthropic organizations <br />to help raise funds for the building, as well as being part of the planning. If at any time they feel <br />that the Commission isn't responding appropriately, then they could take it to another level, but <br />we should try to work through the process first and as long as it's working and moving forward <br />appropriately - there's no need to become overly involved. <br /> <br />Park Supervisor Riverblood recommends coming up with ideas of underwriting the building, <br />possibly bond for it and have the youth association commit to fund raising. <br /> <br />Commissioner Barr discussed when considering the design of the new building to focus on cost <br />efficiency and keep it practical and feels it would be beneficial to have ARAA involved in the <br />planning needs of the building. <br /> <br />Parks Supervisor Riverblood asked that the Commission keep this on the docket and let's stay on <br />track and bring this forward in January for the time line planning. <br /> <br />Parks Supervisor Riverblood discussed the drinking fountains, concrete restroom facilities and <br />hexagonal shelters have been pushed out to 2011. City Council passed a resolution this year <br />requesting the available money be used for the creation of a fishing pier and boat landing down at <br />the county location. <br /> <br />Also discussed was the observation boardwalk has been pushed out to 2014. <br /> <br />Trail connections discussed were one being on County Road 83 from Lake Itasca trail <br />terminating at 167th down past Central Par and atleast down to Alpine Drive and possibly from <br />Alpine 83 west over to Lake Itasca. The other is by Trott brook cemetery connecting to Fox Park <br />to 167th Avenue and maybe over to Quicksilver Street. <br /> <br />Park and Recreation CommissionlDecember 2, 2009 <br />Page 2 of3 <br />
