May 9, 1990 <br /> <br />To The Residents Of Autumn Heights: <br /> <br />As you may be aware, this year Anoka County will be making improvements to <br />County Road #83 (Armstrong Blvd.) between 161st Avenue N.W. and 173rd <br />Avenue N.W. (County Road #63). <br /> <br />Anoka County's plans for the improvemint project' involves excavating.muck <br />material in the vicinity of Trott Brook and replacing it with farmland. The CiD, has <br />received a request from the contractor, Busse Construction, Inc., to replace the <br />muck material with farmland excavated from Parcel 07-32-25-14-0001 (see attached <br />map), which is located just northwest of Autumn Heights. In conjunction with that <br />request, the contractor is proposing to stockpile up to 10,000 cubic yards of the <br />muck material on City park property in Autumn Heights located west of County <br />Road #83 and south of 167th Lane N.W. It is the intent of the City to use the <br />stock-piled material for enrichment of topsoil in City parks. <br /> <br />Although it is not anticipated to be a problem, the proposed permit to mine farmland <br />and stockpile muck materials does have odor control provisions written into it. <br /> <br />If beyond this letter you would like additional information, the Planning and Zoning <br />Commission will be conducting a public hearing at 7:30 p.m. on May 15, 1990 at <br />the Rarnsey Municipal Center, 15153 Nowthen Btv&, for the pm'pose of reviewing <br />Busse Construction, Inc.'s request for a conditional use permit to mine and <br />stockpile materials. All interested persons are invited to attend and comment on the <br />conditional use permit request. Written comments are welcome and should be <br />addressed to the Ramsey Planning and Zoning Commission, 15153 Nowthen Blvd. <br />N.W., Ramsey, Mn, 55303.
