Councilmember DeLuca moved the adoption of the following findings of fact: FINDINGS OF FACT #0252 Cedar Hills Environmental Assessment Worksheet The city of Ramsey proposes to develop Cedar Hills which is a single family residential development requiring the construction of municipal utilities. An Environmental Assessment Worksheet (EAW) has been prepared pursuant to 6 MCAR 3.038 the EAW and other pertinent information have been reviewed in accordance with 6 MCAR 3.028D to determine whether the project has the potential for significant environmental effects. The findings and conclusion of that review are contained in this document. References are cited in brackets at the end of each section. TYPE, EXTENT AND REVERSIBILITY OF ENVIRONMENTAL EFFECTS Project Size and Cost The proposal project area is 54.6 acres and is located in the southeast corner of the City of Ramsey. The development includes 115 single family residential units and 12.4 acres of park land. The estimated cost of the site development including utilities and structures is estimated to be $9,200,000 (EAW). B. Permits and Approvals Permits and approvals required for the project are MPCA Sewer Extension Permit, DNR appropriation of waters for dewatering purposes, Minnesota Department of Health Plan Approval, MWCC permit for sewer extensions, DNR permit for storm sewer outlet to protected water, U.S. Army Corps of Engineers permit to alter a wetland, plat approval by City of Ramsey and MUSA boundary expansion by Metropolitan Council. (EAW) C. Land Use and Local Plans and Ordinances The proposed plat is not located in the 1990 Urban Area of the City. Therefore, final approval will be subject to the expansion of the MUSA boundary by Metropolitan Council. The project is consistent with the proposed land use, the City's Comprehensive Plan and the City's subdivision ordinance. D. Topography, Soils and Geology The topography on the project is rolling, ranging in elevation from approximately 855 to 888 feet above sea level. The soils on the project site consist of Hubbard coarse sand, Nymore loamy sand and Marsh. The geology in the area consists of 130 feet of glacial drift, 30 feet of the St. Lawrence formation, 220 feet of the Franconia Formation, 50 feet of the Ironton Galesville formation underlain by the Eau Claire, Mt. Simon and Hinckley formations. (EAW, Anoka Co. Soils Survey and the City's Comprehensive Water Study).
