PROPOSED FINDINGS OF FACT <br />CONDITIONAL USE PERMIT <br />GREEN VALLEY GREENHOUSE <br />P.I.N. 03-32-25-41-0001 <br /> June 27, 1990 <br /> <br />That Mr. Wayne Davis, hereinafter referred to as "Applicant", has properly applied for a <br />conditional use permit to expand Green Valley Greenhouse. <br /> <br />That the Ramsey Planning and Zoning Commission conducted a public hearing pursuant to <br />Chapter 170.013D of the Ramsey City Code on July 3, 1990 and that said public hearing <br />was properly advertised and that the minutes of said public hearing are hereby incorporated <br />as a part of these findings by reference. <br /> <br />That the subject property is located in the R-1 Rural Residential District and that the parcel <br />is 40 acres in size. The property surrounding the subject parcel is zoned R-1 Rural <br />Residential. <br /> <br />That commercial greenhouses are not a permitted use in the R-1 Rural Residential District. <br /> <br />That the greenhouse has been in operation since 1977 and as such is recognized as a legal <br />non-conforming use. <br /> <br />That Section 170.015H of the Ramsey City Code states that no non-conforming use shall <br />be expanded or enlarged except in conformity with the provisions of this Chapter. <br /> <br />Section 170.013D of the Ramsey City Code states that conditional use permits are designed <br />to meet the problem which arises where certain uses although generally compatible with the <br />basis use classification of a particular zone, should not be permitted to be located as a <br />matter of right in every area included within the zone because of hazards inherent in the use <br />itself or special problems which its proposed location may represent. <br /> <br />10. <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />That the existing Green Valley Greenhouse operation consists of one warehouse, 14 hot- <br />houses and 12 greenhouses. <br /> <br />That the applicant is proposing to expand the Green Valley Greenhouse operation with a <br />2,100 square foot addition to the warehouse and the construction of an additional 13,000 <br />greenhouse. <br /> <br />That the applicant has indicated that 90% of his operation is wholesale business and 10% is <br />retail business. They have 16 full-time employees and 19 part-time employees. <br /> <br />The City has issued one other conditional use permit for a commercial greenhouse in a <br />Rural Residential District. <br /> <br />That the proposed use will not be unduly dangerous or otherwise detrimental to persons <br />residing or working in the vicinity of the use or to the public welfare. <br /> <br />That the propose use will not substantially adversely impair the use, enjoyment or market <br />value of any surrounding property. <br /> <br /> <br />
