PAGE 2 <br /> <br /> Residents have thirty days after the adoption of the <br />assessment roll to pay off this special assessment without <br />interest. (A bill is not sent. It is the responsibility of the <br />owner of the property to attend the assessment hearing and pay in <br />advance if they so choose.) If the assessment is not prepaid, it <br />will be collected with the taxes that are payable to Anoka County <br />over a period of time designated by the City Council. At any <br />time during the assessment, a property owner can pay off their <br />assessment before October 15 at the City Hall for the remaining <br />years. <br /> <br /> The City Council also has a policy relating to deferral <br />of special assessments for senior citizens. If you are a senior <br />citizen, 65 years of age or more, with a total household income <br />of less than $8,000, you are probably eligible for a senior <br />citizen deferral of your special assessments. Contact the City <br />Hall for the neccessary application forms for this deferral. <br /> <br /> Following the 30-day appeal time, the Council will <br />determine whether or not to continue the process and schedule a <br />public hearing to order the improvement. During this time, plans <br />and specifications will be prepared, and an advertisement will be <br />placed for bids so that this information will be available for <br />the public hearing. <br /> <br /> Regarding the construction itself, the City Council has a <br />policy that only those hard-surfaced driveways within four feet <br />of the traveled portion of the road as it exists before the <br />improvement will be connected with blacktop not to exceed ten <br />feet. If your driveway is not within this four feet, no portion <br />of your driveway will be paid for by the City. The shoulders <br />adjacent to other driveways will be stabilized with class five <br />gravel.
