CITY COUNCIL <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, May 22, 1990 at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota regarding <br />Improvement Project ~)0-13 (bituminous surfacing of Bison Street N.W. south from 171st <br />Avenue N.W. to the northern boundary of Trott Brook Ridge Addition). <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Stephen F. DeLuca <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineering Peter Raatikka <br /> <br />Members Absent: Councilmember Richard Cich <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:11 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Raatikka stated that since the original public hearing, City Staff has reviewed the <br />alternate of constructing Bison Street with a cul-de-sac. It is proposed to end the cul-de-sac <br />approximately 300 feet short of Trott Brook Ridge. The area of benefit would be <br />approximately the same and the number of units to be assessed would be reduced by one <br />from the original proposal. <br /> <br />Mr. Raatikka stated that the total estimated cost of the project in cul-de-sac format is <br />$30,800; 7 units are proposed to be assessed $4,400 each; the annual estimated cost per <br />unit is $685.52. The total estimated cost for the project in through street format was <br />$34,710; 8 units were proposed to be assessed $4,338.75; the annual estimated cost per <br />unit was $675.98. <br /> <br />Mr. Raatikka referred to questions raised at the original public hearing regarding fight-of- <br />way and noted that County files indicate that there are only private easements in place. <br />Therefore, construction of Bison as a through street would require purchase of right-of- <br />way. <br /> <br />Mr. Raatikka indicated that following this public hearing, there is a 60 day waiting period <br />before Council can take any action. During that 60 day period, the residents can petition <br />for or against the project. If approved, the plans would be ordered in mid-July; <br />construction would begin in late August; the assessment hearings would be held in <br />September and payments would be due with real estate taxes in 1991. <br /> <br />City Council Public Hearing/May 22, 1990 <br /> Page 1 of 2 <br /> <br /> <br />
