This order provides guidance concerning the elimination or <br />monitoring of open dun~ps, waste disposal sites, and sanitary landfills <br />on or in the vicinity of airports. <br /> <br />DISTRIBUTION. This order is distributed to Washington headquarters ant <br />Regional Airports, Flight Standards and Air Traffic offices to divisicn <br />level; all Airports District Offices; and Flight Standards and Air <br />Traffic field facilities. <br /> <br />BACKGROUND. Garbage dump. s, sanitary landfill~ or whatever ti[!e is <br />used for this type of operation attract rodents and birds, erodes <br />the airport environment, and where the du=m is ignited, creates smoke <br />ali which are undesirable and are potential hazards to avia~icn. <br /> <br />~nile the chance of an unforeseeable, random bird strike in flight will <br />al-~ays exist, it is nevertheless pos'sible to define the high-risk <br />conditions within fairly narrow limits. ,_--nose high-risk condi%ions <br />exist in the taka-off, climb-out, approach and landing areas on and in <br />the vicinity of airports. 'The increasing ntnmber of bird strikes reported <br />on aircraft has beco=~ a matter of concern to the F.~ and to airport <br />management. Various s~udie's and observations have resulted i~ the <br />conclusion that sanitary landfills are artificial agtrac~ants to birds. <br />Accordingly, landfills located in the vicinity of an airport may be <br />incomp, atible with safe flit.hr operations. Those conditions that are not <br />compatible must be eliminated, to the extent practicablel Airport <br />o'~aers need guidance in mak.ing this decision, and the FAA must be in <br />a positi°n to assist. Some airports are not under the jurisdiction <br />of the comnraniry or local governing body having contr61 of land usage <br />in the vicinity of the airport. In these cases, the airport o-~ner should . <br />use its influence and best efforts to close or control landfill oper_a- <br /> <br />tions within the general vicinity of the airport. <br /> <br />ACTION. <br /> <br />Sanitary landfills located within the areas established for an <br />airport by these guidelines as set forth in paragraph 5 of this <br />order should be closed.
