Ms. Sylvia Frolik <br />July 25, 1990 <br />Page Two <br /> <br />previously platted as Outlots A and B, Northfork Third. <br /> <br /> Upon completion of the platting process Outlots A, C, F, and G shall be deeded <br />to the Northfork Homeowners Association as permanent open space. Outlots £ and F <br />are low-lying wetlands. Outlot G consists of some wetlands, woods and meadows. <br />Outlot A consists of an upland meadow on which the residents plan to construct soft <br />ball fields and other amenities. Again, we trust the designation of this area as <br />an "outlot" would not prohibit the construction of some recreational structures. <br /> <br /> The layout of Outlot B was approved by the Ramsey Park Commission at its June <br />Meeting. Representatives of the Northfork Homeowners Association were in attendance <br />at that meeting. The balance of the trail system, 0uttots D and E, corresponds <br />closely with easements previously granted to the City by NOrth Fork~in accordance <br />with the terms of the Park Dedication Agreement for Northfork. Efforts were made <br />to locate the trail on as high ground as possible to minimize construction costs but <br />certain portions, especially the portion of Outlot E abutting Outlot F, may need <br />significant soil correction. The location of the trail was reviewed in the field <br />with Mr. Merland Otto of Hakanson-Anderson. .. <br /> <br /> The northerly 400-500 feet of Outlot D extends through substantial woods. <br />Representatives of the Homeowners have given tentative approval of this location but <br />may wish to address certain concerns at the August 7th meeting. In particular there <br />is a concern about minimizing the number of trees which will have to be removed <br />to create the trail and concern about methods of removal and trail construction so <br />as to minimize the danger of the 'spread.:of oak wilt. While it. is understood that <br />the timing of trail construction ha~ not been determined both North Fork and the <br />Northfork Homeowners Association-wish to go on record stating that when cqnstruction <br />actually done the entire corridor should be established"and not just the equestrian <br />portion, which it is understood can'be done more i. nexpensively th~n the bike trail- <br />walking trail. <br /> <br /> North Fork and the'Homeowners have already proposed to the Park.Commission that <br />future North Fork cash park dedication fees be used in part to actually construct <br />the trail corridor or that North"Fork be given credit against.,such fees for work <br />done to construct the trail. The Park Commission took this u~der advisement and it <br />is expected that a representaive of the Homeowners may wish to address this point at <br />the August 7th hearing. <br /> <br /> It is anticipated that the. Homeowners will want vehicular access to Outlot A <br />for construction and maintenance equipment and perhaps also for parking. The <br />location of such parking area has not been designated. We need some direction from <br />the Planning Commission and staff as to the uses of Outlots A and B, Northfork <br />Third for such access. <br /> <br /> It may also be appropriate to reach some understanding between the City and <br />the Northfork Homeowners Association regarding possible trail realignments in the <br />future. <br /> <br />-2- <br /> <br /> <br />
