Councilmember <br /> <br />moved thc adoption of thc following findings of fact: <br /> <br /> PROPOSED FINDINGS OF FACT <br /> CONDITIONAL USE PERMIT <br />MANUFACTURING IN A B-1 BUSINESS DISTRICT <br />STEPHEN J. FRANTA <br /> LOT 2, BLOCK 3) ALPACA ESTATES <br /> PIN 28-32-25-32-0009 <br /> August 29, 1990 <br /> <br />That Stephen J. Franta, hereinafter referred to as "Applicant", has properly applied for a <br />conditional use permit to manufacture boat covers and pon:able fishouses in the B-1 <br />Business District. <br /> <br />That the Applicant appeared before the Planning and Zoning Commission for a public <br />hearing pursuant to Section 170.013D of the Ramsey City Code on September 4, 1990 and <br />that said public hearing was properly advertised and minutes of that public hearing are <br />hereby incorporated by reference. <br /> <br />3. That the subject property is legally described as follows: <br /> <br />Lot 2, Block 3, Alpaca Estates, Anoka County, Minnesota <br /> <br />That the subject property is located in the B-1 Business District and manufacturing is not a <br />permitted use in the B-1 Business District. <br /> <br />That the Applicant is proposing to construct a 3,472 square foot facility to be used for <br />manufacturing and retailing boat covers and portable fishouses. <br /> <br />That the adjacent properties to the west and south are zoned Bol Business; the adjacent <br />property to the east and property on the north side of Hwy. #10 is zoned I-1 Industrial. <br /> <br />That the proposed use will not adversely impact traffic in an area intended and zoned for <br />commercial activity. <br /> <br />That the proposed use will not be dangerous or detrimental to persons residing or worldng <br />in the vicinity of the proposed use. <br /> <br />That the proposed use will not substantially or adversely impair the use, enjoyment or <br />market value of surrounding B-1 Business and I-1 Industrial properties. <br /> <br />10. <br /> <br />That the proposed use will be harmonious with and in accordance with the specific <br />objectives of the Comprehensive Plan. <br /> <br />11. <br /> <br />That the proposed use will be designed, constructed, operated and maintained in order to be <br />harmonious and appropriate in appearance with the existing and intended character of the B- <br />1 Business District and the proposed use will not change the essential character of the B-1 <br />Business Diswict. <br /> <br />12. <br /> <br />That the proposed use wilI not be hazardous or disturbing to existing or future neighboring <br />land uses. <br /> <br />13. <br /> <br />That the proposed use will be an improvement to the property in the immediate vicinity and <br />to the community as a whole. <br /> <br /> <br />
