That WMMI has stated that the piles would be monitored for temperature, oxygen, Ph, moisture content, physical appearance and odors. That WMMI has stated that the proposed method of composting is the Rutger's Method, low level technology. That WMMI stated that no additional oxygen induction system will be used and it has proposed to turn the piles once a month or more often as monitoring indicates is necessary. That WMMI stated that during the turning of piles, there will be odor released. That WMMI has indicated that if necessary, they will purchase a windrow machine. WMMI has indicated that the volume requested is approximately the capacity needed to supply enough disposal area for Anoka County. Anoka County Task Force indicates that the annual amount of yard waste is approximately 22,000 tons. That the City has taken a position that there should be no any landfill related activity permitted in the buffer area of Site "P". That WMMI has stated that wood chips from the tree prunings will be used to provide a work surface on the composfing and tipping areas and will also be made available to the public for use as landscaping material. That surface water run-off will be diverted to low areas within the site and WMMI has stated that the existing low areas are large enough to accommodate spring snow melt. WMMI has indicated that little additional site grading is anticipated. That WMMI has stated that slightly elevated perimeter and site access roads will be constructed with the perimeter road going completely around the facility. Some permanent roads will be constructed on the interior of the facility. That WMMI has stated that they believe it is in the best interest to provide berming as screening of the facility from Sunfish Lake Blvd. That WMMI stated that the facility will be secured by enclosing it with welded wire fence. That WMMI has indicated equipment currently owned by it will be available for the compost operation, including two (2) front-end loaders, one (1) debagger, one (1) wood chipper and one (1) water truck. That no other conditional use permits for composting sites have been issued in the CID'. That the proposed use will/will not be unduly dangerous or otherwise detrimental to persons residing or working in the vicinity of the use or to the public welfare. That the proposed use will/will not substantially adversely impair the use, enjoyment or market value of any surrounding property. That the proposed use will/will not be harmonious with an accordance with any specific objectives of the Comprehensive Plan.
